MINUTES of ST. JOSEPH PLANNING COMMISSION

Members present: Ben Kremer, Tom Nahan, Art Budde, Hub Klein, Sister
Kathleen Kalinowski, and Mike Husen, Council Representative
Members absent: Phil Durkee
Others present: Mike Strickler, Mark Lambert, Roman Reber, and David Dropp
l. Minutes of meeting of April 4, 1983, were approved as printed.
2. The Planning Commission met to conduct a public hearing to consider
Amendment #1 to Zoning Ordinance No. 1982-A on Manufactured Homes.
Significant comments were:
a. Section 4.445 refers to a manufactured home of 320 or more
square feet; Section C 16.08 refers to 630 square feet and
D refers to 700 square feet; Sections C & D of 17.08 are
the same as 16.08 ground floor. Mike Strickler suggested
that all of these be the same, especially since C and D
are inconsistent.
It was recommended to restate 16.08 C & D and 17:08 C & D:
" . . . . a minimum length of ~ square feet; however, no dwell-
ing structure shall have ground floor space of less than
700 feet," and to change Section 4.445 to "350 square feet
per unit or a minimum of 700 square feet per structure. "
D of 16.08 and 17.08 is therefore combined with C and D is
eliminated. Renumber E and F to D and E in both sections.
b. In Section 16.08 and 17.08 "B," the 3/12 pitch requirement
was questioned.
It was recommended to eliminate sentence one of "G" in
16.08 and 17.08. Sentence two (which will be sentence one)
will read: "The roof shall be covered with any material
designed for usage as roofing in a residential area as ap-
proved for use by the Federal Housing Administration."
c. In section 16.08 and 17.08, "F" was questioned.
It was recommended to change "F" in these sections to:
"The exterior walls of the dwelling structure shall be re-
stricted to FHA residential building siding. Barn steels
and commercial building steel are not permitted."
It was moved by Art Budde and seconded by Tom Nahan to
recommend these changes to the Council. Motion passed.

3. David Dropp appeared before the Planning Commission regarding a
restriction on an R-l dwelling allowing for only 5 renters. He
requested that his property be rezoned R- 3, so he can make a duplex
of the building. He is also negotiating with the County for some
land that could be used for parking for the residents of the duplex.
Mike Husen explained that the property had been zoned R-l to reduce
density. If David Dropp can correct the parking and increase the
capacity by bringing the building up to Code, he can then ask that
the property be rezoned.
It was recommended by the Planning Commission that Mr. Drop develop
a site plan and check it with the Building Inspector to determine
if it meets the minimum requirements. A public hearing could then
be set to have it rezoned, conditional to carrying out the plan and
meeting offstreet parking requirements.
4. Mike Husen presented a map of Highway 75 showing ingress and egress.
Bill Hanson will be present at the next meeting on June 6 to discuss
this plan.
