Meeting was called to order at 7:45 p.m.
Tom Gustafson asked what the procedure was to obtain a special use permit
for his used car business adjacent to the El Paso Club. He will normally
have about 10-12 cars on the lot which is about 100' X 30' in size and has
a gravel surface. He was informed to follow the application procedure in
the Zoning Ordinances MaDual, and to provide a site plan at a public hearing
for the request at the next scheduled meeting.
Hub Klein announced that he had sub-divided his lot at the northwest corner of
Minnesota St. ~nd College Ave. (Block 9, lot 12) and had sold section A,
which is just the building. The County Register of Deeds requests Planning J
Commission approval. A motion was made to approve the sub-division by
Phil Durkee, seconded and passed by a vote of 3-0 with Hub abstaining.
A discussion took place concerning the off-street parking requirements of
downto'~ businesses. The Zoning Ordinance states that off-street parking
arrangements will be provided by any new business or with additions to old
businesses. Several businesses who were in non-compliance with the Ordinance
before its ratification are exempted by a "grandfather provision". 'l'he
questions raised were: Ho", can the off-street parking stipulations be con-
trolled and enforced for ne,., dm~town businesses? Should the Planning Commission
revim., all building permit requests for businesses downtown? Ho", can the
short-term and long-term parking needs of the central business district be met?
