Minutes of St. Joseph Planning Commission
March 11, 1985

The meeting was called to order at 8:40 p.m.
Roy Denne, rep~esenting Cold Spring Lumber, presented a building and site plan
for three 12-unit multiple family dwellings on Lots 1,2,3 of Block 3 of Clove~
dale Estates 2nd Edition. The exterior will be brick; roof will be flat. The
interior and exterior construction was described. All set-backs and building
requirements have been met. Trees will be planted; the front and side yards will
be sodded; the rear yard will be seeded. A landscape plan was not included, but
desoribed. No garages will be constructed. Twelve electrioal outlets per dwelling
will be installed in the rear parking area. Two of the dwellings are intended
for student rental. Phil Durkee moved that the Commission recommend approval of
the construction according to the building and si te plans and the verbal des-
cription of the landscape plan with the addition of the installation of twelve
exterior electrical outlets per dwelling by the parking area. The motion was
seconded and passed unanimously.
Joe :Bettendorf, city engineer, presented alternate plans for the crossing on
I Co. 15(County State Aid Highway 75--CSAH 15) in St. Joseph. Four different
plans with construction costs were presented and discussed. Art :Budde mmved

that the Planning Commision recommend approval of Alternate Plan 1A with either
of the additional options, but not both:
1) a median opening at 2nd Ave. N.E. and the severence of the present alley
between 1st and 2nd Avenues from Co. 15, or 2) no median opening at 2nd Ave.
and a right-in/right-out access at the alley. The motion was seconded and
passed unanimously.
The Minutes of the Feb. 4 meeting were read and approved.
