Minutes of St. Joseph Planning Commission
April 1, 1985

The Meeting was called to order at 1:35 p.m.
The Minutes from March 11 were read and approved.
Copies of the plans for the cross-over on Co. 15 at about 2nd Ave. N.E. were
available from the previous City Councål meeting. The first plan was to leave
the present situation intact except to widen the present blacktop entrance on
the north in front of the Ickes' residence. The alternate plan, submitted by
the Council to the County Commission, was to construot a cross-over at 2nd Ave.
N.E. and olose off the present alley entrance between 2nd and 1st Avenues. The
concensus of the Planning Commission was that these were less satisfactory options
than other proposals from the Commission and from Joe :Bettendorf.
Gerry Drews inquired about the possiblity of obtaining a variance to build a
garage with 842 square feet at his residence, 28 S.E. 2nd Ave.. He had come
before the Commission with a similiar request on November 6. That request for
a variance was discouraged because of insufficient grounds to grant a variance.
Since nothing new had changed in the present request except a reduction in the
size of t~e proposed garage, the request was again discouraged.
:Bruce Austin inquired about abtaining a variance on a set-back for a proposed
house and garage to be built on a corner lot in Clinton Village. The requested
set-back from Birch Street would be 18 feet for the garage and 22 feet for the
house. Although the lot is small in comparison to the proposed dwelling, the
grounds for granting a variance were weak and the probability of receiving a
~·ariance was low.
The meeting was adjourned at 9:10 p.m.
