Minutes of St. Joseph Planning Commission
November 4, 1985
Hembers present: S. Kathleen Kalinowski, Hub Klein, Phillip Durkee,
Ben Kremer, Tom Nahan, Art Budde
Others present: Roman Reber, Ross Rieke (Council laison), Linda Schyma,
Annette Franta, Hary Lytle
The meeting was called to order at 7:35 p.m.
The Minutes from September 9 were read and approved. No meeting was held
in October.
Linda Schyma, who is one of the owners of Gary's Pizza and is purchasing
the entire building at the corner of Minnesota and College Ave., wants
to convert the upstairs into an apartment for rental purposes while main-
taining the current business on the main level. She inquired about legal
procedures for doing this. A question was raised in the discussion about
where the outside stairway would be built and whether it would impinge
on an easement. H~Þ will investigate the matter. Another question was
raised of whether the use of a portion of commercial property in a commercial 2.or.e for hlJ....~,.FIJ
ren~lwould require a special use þ~rmit and whether such a use could be
permitted under the Ordinance. Ross will consult with the City attorney on
the matter.
Annette Franta and Hary Lytle indicated that the CSB Student Government would
like to construct a temporary bus shelter by the EI Paso on 2nd Street N.W.
The best location appears to be an the EI Paso property. The Commission
saw no problem with the location and encouraged the students to proceed
with contacting the owner, Claude Mun~huber. Hub will assist the students.
A complaint was registered about the owner of the property on Minnesota St.
between 9th and 10th Ave. S.E. who has some junk cars on his property and
is apparently operating an illegal body shop. Concerning the question
of who is responsible for enforcing the City Ordinance prohibiting such
activity, the Zoning Ordinance book indicates that the City Council is
responsible. Ross will verify whether some action was already initiated
but never carried out.
The Commission adjourned the meeting at 8:40 p.m.
