Minutes of st. Joseph Planning Commission
October 6, 1985

Ben opened the meeting with the announcement of three public hearings. On
October 1 another public hearing had been held to consider a request for
a setback variance by Lori Jensen for a new single-family residence on Lot
10 in the Clinton Village Addition. The lot was a corner lot. The Zoning
Board of Adjustments and Appeals recommended granting the variance. Rachel
Stapleton recorded Minutes of the hearing.
A public hearing was called to order to consider amendment of section 11.06
of the Zoning Ordinance which deals with nonco forming use. Discussion
centered on the issues of resale of non-conforming land and of the
addittons and extensions allowed to existing structures on non-conforming
land. The amendment was tabled and John Scherer will present a revised
amendment at the next meeting.
A second public hearing was called to order to consider a request by Jim
Krebsbach for a special use permit to build several bulk fuel tanks and
a warehouse on a site located north of Co. 15 and adjacent to the former
Grill and Cone restaurant. The tanks would be surrounded by an impervious
clay dike 3 feet high with a 6-foot base sloping to a 2-foot wide top.
The facility would be fenced. Permits are required f~om the state fire
marshall and Minn. Pollution Control Agency certifying confo:mni ty to the
hazardous materials code. S. Kathleen moved to recommend the granting of
the special use permit. The motion was seconded by Tom Nahan and approved
unanimously.
A third public heating was called to order to consider a request by Jim'
Krebsbach for a variance in the sign ordinance in order to allow for the
construction of a billboard at the bulk tank site. After discussion, a
motion was made to recommend denial of the request for variance because the
conditions for granting variances as specified in the Ordinance were not
met. The motion was seconded and passed unanimously.
With regard to the sign ordinance, the Planning Commission requested the
Council through the City attorney to propose an amendment to the sign
ordinance which would allow billboards and large advertising signs in
certain areas.
The meeting was adjourned at 10:00 p.m.
