Kathleen Kalinowski, Art Budde, Phil Durkee, Ben Kremer, Tom Nahan, Hub Klein Others present: Ross Rieke (Council laison), Dan Eller, Mike Scherer The meeting was called to order by Ben at 7:35 p.m. The Minutes from September 8 and October 6 were read and approved. The commission first considered a proposed amendment to section 11.06 of the Zoning Ordinance. This amendment concerns alterations on non-conforming reS- idential units, especially the allowance of the construction and alteration of accessory buildings. Phil moved to recommend acceptance of the amendment. The motion was seconded and passed unanimously. The Commission next considered a proposed amendment to section 13.10 of the Zoning Ordinance which concerns advertising signs and billboards. Discusàion focused on the following aspects: billboards might advertise consumer products and not necessarily St. Joe businesses or the community; billboards might be leased or owned by persons outside the community; depending on spacing requirements between signs and billboards, community signs might be excluded if commercial advertisng signs were first established in an area; the desires for preserving the natural beauty and appearance of the city and for promoting the business of the city create a competing tension with regard to this issue. Hub moved to table consideration of amendment until a future meeting. The motion was seconded and passed unanimously. Dan Eller, an attorney representing Gene and Mike Scherer, inquired about how the Scherer trucking business property would be zoned if it were annexed by the city. Presently, it operates under a special use permit from the Township. The Comprehensive Plan map designates the property as industrial, and thus it would probably be zoned industrial upon annexation. Some Commission members saw no problem with requesting annexation and pointed to the desireability of other property owners west of the Scherer trucking business along Co 75 (e.g. Notch, Zimmer)oin joining in a joint petition for city annexation. Ross mentioned that Midwest Health Program Services has inquired about purchasing a home in a residential zone for its program.
