Kathleen Kalinowski, Art Budde, Phil Durkee, Ben Kremer, Ton Nahan, Hub Klein Others present: Rachel Stapleton, Ross Rieke, Mike Deutz, Ted Klein, Ben Hollermann, John Eich, Laurie Coleman, Regina Hollermann, Richard Goodell, Dorothy Deutz, Greg Kacures, Herman Schneider, Robert Klacker, Peter Van Heel, Art Hiemenz, Glenn Duetz Ben called a public hearing to order to consider a request by Mike Duetz for a special use permit to erect an autobody repair adjacent to the Lone Pine Car Wash north of Co. 75 on lot 19, Blk 22, of Loso's Addn. The shop will have a pole-barn steel construction, partial brick front, front land- scaped area, asphalted front and rear, and air filters as required by state and federal statutes. Phil moved to recommend to the Council approval of the request for a special use permit with the following conditions: 1) a privacy fence will be constructed in the rear, 2) a landscaped area will be constructed in the front, 3) no repairable cars shall be left outside the secured area of the business after working hours. S. Kathleen seconded the motion and it was approved unanimously. Ted Klein inquired about requirements for constructing a single-unit dwell- ing for rental purposes next to a house on old Hi 52, lot 7, Blk 2, Loso's 7th Addn. The parking surface in front of the dwelling would be a class two gravel surface. No variances are needed. Another proposed future unit on lot 9 would require a set-back variance fœom Co. 75. Ross asked the Commission's opinion about various issues concerning bill- board oonstruction. 1) How is a billboard different from an advertising sign? Advertising signs come under the ordinance for business signs on the premises o£ the business. 2) Should the size of billboards be enlarged to conform to standard size billboard paper, 12 ft x 25 ft? The Commission generally felt "no". 3) Should special use permits be required of all billboard construction? Not if the spacing requirements between billboards is 1000 ft and set-back requirements are followed. 4) How should set-backs from the highway or street be specified? Set-backs should be measured to the closest edge of the billboard from the street. The Minutes from Jauary 5 were read and approved.
