HomeMy WebLinkAbout1987 [03] Mar 02 Minutes of St. Joseph Planning Commission March 2, 1987 Members present: Hub Klein, Ben Kremer, Phil Durkee, Art Budde, S. Kathleen Kalinowski Others present: Ross Rieke, Harvey Schmitt, John Korngiebel, Wilber Wilkins, Dale Haug, Dale Salo, Sy Theisen Ben óalled the meeting to order at 7:40 p.m. Harvey Schmitt and John Korngiebel inquired about variance proc.edures for building a 16-uni t elderly complex\. SQu.th of Kennedy Elementary School on land currently owned by the Convent. The units are one-bedroom, 630 square feet units; the building would be a frame structure with brick facing. The land parcel was inadvertently zoned public because of its juxtaposition with Kennedy. A rezoning hearing would need to be scheduled to rezone the parcel R-3. The 16-unit dwelling exceeds the maximum dwelling size of 12 units specified in the city zoning ordinance. Thus, a variance must also be sought. Wilber Wilkins and Dale Haug presented a request by Resurrection Lutheran Church for city annexation of a land parcel in the township consisting of the trianglar section between Co. 2 and old Co. 2 north of the railroad tracks. A 7200 square foot church will be built on the site. The parcel is designated PURD (Planned Unit Residential Development) in the Compre- hensive Plan '.d would be zoned as R-1. Art moved to recommend to the City Council that the section described be annexed by the City. The motion was seconded and passed unanimously. Dale Salo presented a request for annexation of Outlot A southeast of the City and its zoning specified as R-1 (single family housing). Mr. Salo would be the developer of the addition. The land, currently in the i;'ownship, is designated PURD (Planned Unit Residential Development) in the Compre- hensive Plan, and can be developed as a traditional single~family residential area at the developer's discretion. Water and sewer services for the area appear to be adequate. Art moved to recommend to the City Council that Outlot A be annexed by the City. The motion was seconded and passed un- animously. The Commission also observed that if the annexation is approved, the City Council might want to inquired whether the current residents along S.E. 7th ave. on the east side of 7th ave. would also desire to be annexed at the same time. Sy Theisen inquired about procedures for requesting a variance to the number of unrelated persons who could rent his home during a nine-month period of time when he and his wife will be in Europe. He will apply for a variance. The Minutes from February 3 were read and approved. Respectfully submitted, 11 J<J~ ¡)~ Phillip Durkee
