Kathleen Kalinowski, Phil Durkee, Ben Kremer, Tom Nahan, Hub Klein Others present: Rachel Stapleton, Ross Rieke, Jim Krebsbach, Harvey Schmitt, Mary Gamedes, John Blommer Ben called the Commission to order for a public hearing to consider a petition to rezone a section of land immediately south of Kennedy Elementary School on College Ave. The section is 150 ft x 300 ft located at the new address of 218 S. College Ave. The petition for rezoning was submitted by Harvey Schmitt representing Catholic Charities in order to construct a senior citizen's apartment building on the site. S. Kathleen moved to recommend to the City Council that the petitioned section be rezoned from Public to R-3. The motion was seconded and passed unanimously. Ben then called to order the Board of Adjustments and Appeals for a public hearing of a request for a variance from the number of multiple dwelling units per structure as described in the Zoning Ordinance, Section 18.02. Harvey Schmitt representing Catholic Charities submitted the request in order to construct a 16-unit dwelling, four units more than the allowed number under the Ordinance. The dwelling will be constructed at 218 College Ave South. It will contain rental units, mostly one bedroom units, to be rented to senior citizens. It will have a 624 square f;oot community room. The Commission asked for 19 parking spaces. A motion was made by Hub to recommend to the Ci ty Council that a variance be granted to allow a 16-uni t multiple dwelling to be constructed by Catholic Charities for the following reasons: 1) because the majority of the units have one-person occupancy, the living density is very low; 2) surveys indicate a need for a senior citizen's apartment dwelling is St. Joseph.
