Minutes of st. Joseph Planning Commission

Ben called the Zoning Board of Adjustments and Appeals to order at
8:30p.m. to hear a request by Sy Theisen for a variance from the number
of unrelated persons living in a single home in the Zoning Ordinance.
Sy asked for a variance to allow nine unrelated persons. The reasons
given for the variance request were that the home is very large contain-
ing ample space and bedrooms for nine persons, the lot is a double lot,
the house will be rented to CSB students for 9 months--the length of
time requested for the variance, Sy and Vera will be living in Europe
and would like the additional income, the amount of rent charged per
student can be reduced, and the temptation for students to invite friends
to stay in the house will be reduced. Neighbors have been notified and
asked to call the police if the renters become unrUly. Seven students
have been identified as potential renters and none have been a problem
at CSB.
I Hub moved to recommend to the City Council the approval of the variance
request with the following conditions: 1) the number of unrelated persons
cannot exceed nine persons; 2) the variance will be granted only for the
period Sept. 1, 1987 to May 31, 1988. The reasons for granting the
variance are the unique characteristics of the Theisen's home and the
circumstances involved as described above. The motion was seconded and
passed unanimously.
The hearing was adjourned at 9:05 p.m.
