Minutes of St. Joseph Planning Commission

Ben called the meeting to order at 7:35 p.m.
No one was present to bring business before the Commission, so the Commission
members began discussing issues related to the development of Outlot A,
Cloverdale Estates. The request for annexation of the Outlot is still before
the State Municipal J3o~ard. Upon their approval the annexed land will enter
the city zoned as an Agricultural District (see 14.04 of Zoning Ordinance).
A public hearing must then be scheduled by the Commission to consider re-
zoning of the Addition as R-1 (see 9.03 of Zoning Ordinance). Following
the rezoning, a preliminary plat can be filed and a public hearing scheduled
to review the plat (see 6.00 in Subdivision Regulations).
Three issues were dicussed concerning the development of Outlot A. First,
the issue of solar access for all lots was raised. Minimum design standards
(7.01, paragraph C in Subdivision Regulations) indicates that subdivisions
are to be laid out in such a manner that all lots can make optimum use of
south-facing exposure for the purpose of hRVing the option for future solar
heating and cooling. For the pre-aBPlication plat submitted by Dale Salo
this would suggest making Dale Street a local street through the subdivision.
The second issue was the authority of the City to regulate in some way the
type of housing, particularly the general cost level or proportion of housing
for different income levels. This issue was discussed in re¡¡tponse to rumors'
raised by 7th Ave. Township residents that the housing constructed by the
developer might be of the simplest or lowest-income type. Section 2.01 of
the Subdivision Regulations may give the City the authority to set the pro-
portions for general cost levels of a group of single-family dwellings con-
structed by a developer.
The third issue concerned the state of 7th Ave S.E. and its use as a collector
for the future residents of Outlot A. From a traffic plam1ing point of view,
7th Ave should be up-graded to serve as an adequate collector street~ As
a collector leading to Minnesota Street, it would serve all the adjacent
neighborhoods and thus, by benefitting these neighborhoods, the cost of up-
graming should be shared in some proportiona1ely fair way by these residents
and future residents of Outlot A (see 2.05 and 8.09A of the Subdivision
Regulations) . Upgrading ,7th Ave. by Outlot A, however, would necessitate
its annexation by the City.
The Commission read and approved the Minutes from March 2, March 17, March 23,
and April 6 with the following correction to the Minutes of April 6. In the
second paragraph, the plat presented by Dale Salo should read "pre-application
platlf .
