Minutes of St. Joseph Planning Commission
May 27, 1987

Ben Called a public hearing to order to consider a petition submitted
by Harvey Schmitt representing Catholic Charities to rezone a land
parcel and grant a variance for the construction of a senior citizen
dwelling. The property to be rezoneß ~s located on the south side
of Minnesota Street, west of 4th Ave~W~t is immediately west of
Rainbow House. The request was to rezone the property described in
the petition from R-l to R-3. A motion to recommend acceptance of
the rezoning petition to the City Council was made by Phil Durkee.
The motion was seconded and passed unanimously.
The request for a variance from the maximum number of mUltiple dwelling
units per structure was presented by Harvey Schmitt and Fr. Richard
Liesen representing Catholic Charities. The request was to construct
a l6-unit dwelling, four units more than the allowed number under
the Ordinance. This request had been granted on March 17, 1987 when
Catholic Charities was planning to build a senior citizen residence
on South College Ave; however, those plans were later abandoned.
A motion was made by Ben Kremer to recommend to the City Council
the granting of a variance for the construction of a 16-unit dwelling
for the following reasons: 1) because the majority of the units
have one-person occupancy, the living density is very low; 2)surveys
indicate a need for a senior citizen·s residence in St. Joseph. The
motion was seconded and passed unanimously.
The Commission observed that 4th Ave S.VV, is a designated street
but not improved. Phil moved to recommend to the City Council that
4th Ave S. W. be improved and that the costs be assessed to the
adjoining property owners on the east and west sides. The motion was
seconded and passed unanimously.
The public hearing was adjounned at ~:20 p.m.
