Kathleen Kalinowski Others present: Rachel Stapleton, Ross Rieke, Wilber Wilson, Steve Dehler, Dave and Marilyn Weber, Dale Haug, Marie Schneider, Joan Valerum, Walt Bruns, Pat Gangl, Tom Klein, Bob Fulton, Dale Salo Ben called a public hearing to order at 7:30 p.m. to consider a request for a special use permit to erect a Church on a parcel of property on the northern perimeter of the City between SAR #2, Old SAR #2, and the railroad tracks. The request was submitted by Wilbur Wilkins for Resurrection Lutheran Church. This parcel, whose legal description was specified in the Notice of Hearing, was approved for annexation into the City by the state Municipal Board on May 29. Since it will be zoned Agricultural upon entering the City, a special use permit is needed to construct a Church edifice. A site plan and building floor plan were presented by Mr. Wilkins. A wood frame building was planned. s. Kathleen moved to recommend to the City Council the granting of the special use permit. The motion I was seconded and passed unanimously. The public hearing was adjourned. The Commission continued its meeting by hearing an update from Dale Salo on his plans for development of Outlot A. Mr. Salo responded to the issues raised by the Planning Commission in its MaytfhMinutes. To the concern about the type of housing that the developer would construct, Mr. Salo stated that he will sell the lots to interested buyers and then compete with other builders for construction of homes. Mr. Salo will offer a variety of different home designs and sizes to interested buyers. Mr. Salo responded to ~he issue of redesigning the plat to allow for solar access with some reluctance. After some discussion of how this might be done, he agreed to make an effort at redesigning the plat by making three east-west local streets through the Addition and two north-south local streets. Also noting that only 5 lots out of the planned 68 nots had lot areas greater than 15,000 square feet, a couple of the Commission members and neighborhood residents suggested that Mr. Salo consider expanding 5 more lots to sizes greater than 15,000 square feet in order to accommodate to a perceived market of buyers who want bigger lots and bigger homes in st. Joseph and the surrounding area. The issue of a traffic plan to serve the Addition was of concern to I all visitors. The Commission pointed out that the Comprehensive Plan proposed a future collector street, called 11th Ave S.E. 6/1/87 -2- (or maybe 12th Ave S.E.) immediately east of Outlot A, to serve the Addition. Also, 7th Ave S.E. should be up-graded as much as right- of-way space allows to serve as a collector street. As a collector leading to Minnesota street, it woUld serve all the adjacent neigh- borhoods and thus, by benefitting these neighborhoods, the cost of upgrading shoUld be shared in some proportionately fair way by the current residents andfuture residents of Outlot A (see 2.05 and 8.09A of the Subdivision Regulations). Upgrading 7th Ave S.E., however, woUld necessitate its annexation and those adjacent lots west of Outlot A. Several of the residents west of Outlot A were opposed to annexation. The question of whether to request the developer to construct a gravel base to Dale street and Callaway Drive between 7th Ave S.E. and the new Addition, or to bring them up to grade with asphalt, or to close them off entirely to local traffic, thus using 9th Ave S.E. as the only egress from the Addition at the current time, was discussed among visitors and commissioners.
