Chairman Kremer opened the meeting and requested the letter
of July 1 from Mr. Bettendorf to Mr. Salo be read to the
Commission concerning development in stages and procedures
involved. The reply from Mr. Salo's engineer to Mr.
Bettendorf was also read aloud.
The Commission discussed the drainage plan with Mr. Salo and
sanitary sewer plans. Mr. Salo stated all the lots would be
served by sanitary sewer, and some means would be
incorporated into the plans, which would be acceptable to the
City. to make the sewer service to the low lots functionable.
Mr. Salo stated storm sewer would be installed if necessary
for drainage. The property will not be built up any more
than it is and will not hold back any existing water
drainage. He also stated he would leave one lot empty at
Calloway Dr. to allow for snow removal turnaround. The
Commission asked for a stage development schedule to which
Mr. Salo stated he did not have one and simply did not know
when the project would be fully completed. The Commission
stated that each stage would have to be able to stand on it's
own. The Commission asked on looping water lines, to which
Mr. Salo responded that the plans are to loop the water lines
and this will be done. The Commission discussed the status
of the petition to vacate Dale and Calloway Streets.
Concerns were also expressed for the City to have the police
watch the traffic speed on 9th Avenue SE.
The Commission stated that it appears that Mr. Salo is
complying with the ordinance and will comply with the City
Engineers requirements. Sister Kathleen Kalinowski made a
motion to recommend to the City Council to approve the
preliminary plat of Cloverdale Estates 3rd Addition as
presented with the stipulation that if either or both of the
two stub streets of Dale Street or Calloway Drive is vacated
the recommendation for approval is withdrawn; seconded by Tom
Nahan and passed unanimously.
A motion was made by Art Budde to recommend to the City
Council that the Planning Commission strongly recommends that
the City Council do all in its power to avoid vacation of
Dale Street and Calloway Drive as petitioned to the township,
for future development and planning needs of the City.
The meeting was adjourned at 8:45 p.m.
