I Minutes of the St. Jeseph Planning Commission
March 7, 1988
Members present: S. Kathleen Kalinowski, Art Budde, Phil Durkee, Ben
Kremer, Tom Nahan, Hub Klein
Others present: Diane Schneider, Rachel Stapleton, Ross Rieke (Council
laison), John Horsy the, Allen Ehlert, Pat Ehlert, Daniel
Nierengarten, Mike Deut"t.
Ben called the meeting to order at 7:30 p.m.
Mike Deut~ presented a request for a signature by a City official on a
State document attesting that his business is in an area approved by the
Zoning Board for the sale of motor vehicles. This document is part of an
application for a Licensed Motor Vehicle Dealership granted by the State
Registrar of Motor Vehicles. Mike wants to be able to put dealer license
plates on cars that he buys. The Commission verified that Mike's business
was in an industrial zone and recommended that Rachel Stapleton be the City
official who could sign the document.
I Mike also inquired about expanding the special use permit for his business
(auto body shop) in order to allow him to operate a car dealership. He also
plans to purchase additional land in order to store and show cars. The
Commission informed him that application for a special use pørmit and a
public hearing were the necessary procedures.
Diane Schneider presented building plans for an expansion of Sal' s Bar on
the northwest side of the present structure. The expansion would include
a new space 20' x 40', and an addition (8' x 12') for a walk-in cooler
attached to the west sid~d jutting out from the present building. A new
roof over the entire structure would also be built and the east wall would
be straightened. No parking places would be lost. Art moved that the
Commission approve the addition and renovation of Sal's Bar according to
the plans presented. The motion was seconded and passed unanimously.
John Forsythe informed the Commission that he would like to buy part of a
lot on the south side of Bo Diddley's and construct only a basement for
the time being because of financial constraints. John reported that Peter
Omann would like to buy the entire lot and sell John a 24' x 45' piece
adjacent to Bo Diddley's. The Commission saw no problems with the plan
as long as the outside entrance to the basement was safe.
I
Dan Nierengarten expressed a protest against Al Ehlert concerning two
matters. One was for pouring a large concrete slab (18' x 24' = 432 sq. ft)
adjacent to the present garage. Ehlerts were granted a variance on
October 5 for an addition of 240 sq. ft. to their garage, which has not yet
been built. A question was then raised whether a person can pour a concrete
slab of any size on their property. The answer seems to be "yes", but
the building si~e must conform to the ordinance. Another complaint pertain-
ed to two junk cars on the property, an old hot water heater and other
furni ture and miscellaneous partsiJn the yard. Ehlerts reported that they
ha~sked City Hall about covering vp the junk cars and were informed that
covering them was satisfactory. The Ordinance, however, states the junk
cars are to be removed. These complaints will be passed on to the Council.
Art moved that the slate of Commission officers for 1988 be re-elected:
Ben as Chairperson, Tom as Vice-Chairperson, Phil as secret~. The motion
was seconded and passed unanimously.
Respectfully submitted,
