Kathleen Kalinowski, Phil Durkee, Ben Kremer, Hub Klein Others present: Ross Rieke (Council laison), Michael Contardo, Murray Mack, Frank Niebolte, Jim Tupy, Tom Morris Ben called the meeting to order at 7:30 p.m. Michael Contardo and Murray Mack presented a site plan and floor plan for a new dental office on 2nd Ave. N.W. The plans specified a building 40' X 50', built to the property lines on the north and east, with a sloped roof and central atrium, and probably a brick exterior. The site plan showed parking space for 8 parking stalls, a parking entrance from 2nd Ave. N.W., and sufficient space between curb and building for a sidewalk if the City would eventually install sidewalks on 2nd Ave. N.W. S. Kathleen moved to recommend to the City Council approval of the site plan and first floor building plan as presented to the Commission. The motion was seconded and passed unanimously. Frank Niebolte inquired about what requirements are needed in order to open a bait and sporting goods store in the former Krebsbach building if he purchased it. The Commission informed him that a floor plan and site plan of off-street parking is needed for Planning Commission inspection. I Jim Tupy and Tom Morris, two student representatives from St. John's University, inquired about the process for constructing a bus-stop shelter for CSB/SJU students using shuttle buses near the intersection of 2nd Ave. N.W. and Co Rd. 52. Ross Rieke explained that the shelter should be placed on the east side of 2nd Ave. N.W. by the El Paso Club, rather than on the City Park property, for safety reasons. This would entail obtaining permission from the El Paso Club. Liability is a major issue. Probably an agreement needs to be drawn up between the two Colleges, the City, and perhaps the El Paso Club, so that the Colleges' insurance can be extended to cover the shelter. Jim And Tom were advised to obtain a copy of the agreement between the City of St. Cloud and the MTA and use it as a model for the bus shelter project. They could then approach the financial officers of the Colleges. The Minutes from November 15 were read and approved. The matter of the new construction at the El Paso Club being allowed without Planning Commission inspection was discussed briefly. The Zoning Ordinance (Section 52.20, Subd. 5, Paragraph f, p. 140) states that all building permit requests in the business district must be accompanied by a building plan and a landscape plan accepted by the Planning Commission.
