ZONING BOARD OF ADJUSTMENTS AND APPEALS
CITY OF ST JOSEPH
April 2, 1990

Kathleen Kalinowski, Art Budde, Mike Roach.
OTHERS PRESENT: David Hollander, John Eich, Ross Rieke.
A hearing was called to order by Chairman Hub Klein to
consider a request for a twenty-two (22) feet variance on the
size of a sign, in conjunction with an existing business, in
an industrial zone. Zoning ordinance #52 of the st. Joseph
code of ordinances allows a maximum of 50 square feet on one
side. The business is located at 223 Cedar Street East and
legally described as follows:
The East 100 feet of the West 400 feet (as measured along the
Northerly right of way line of Trunk Highway #52) of the
following described tract: All that part of the SE 1/4 NW
1/4 of section 10, Township 124, Range 29, Stearns County,
Minnesota, described as follows, to-wit:
Commencing at the Southeast corner of the NW 1/4 of Section
10; thence on an assumed bearing of North along the East line
of said NW 1/4, a distance of 559.31 feet to a point on the
Northerly right of way line of Trunk Highway #52; thence
North 88 18' West along said right of way line 831.57 feet;
thence North 01 35' East 290.22 feet to its intersection
with the Southwesterly right of way line of the Burlington
Northern Railroad; thence Southeasterly along said right of
way line to its intersection with said East line of the NW
1/4 of Section 10; thence South along said East line 87.91
feet to the point of beginning.
The request for variance has been submitted by David
. Hollander, 223 Cedar Street East, st. Joseph, Minnesota
56374.
David Hollander discussed his proposal to erect a business
sign of approximately 72 square feet.
The Board discussed the limitations of the ordinance and that
readily recognized standard signs for specific businesses,
such as fuel signs, exceed the ordinance limitations. Other
requests for variances for signs of this nature have been
allowed, and the limitations of the ordinance need to be
reviewed and revised.
Mike Roach made a motion to refer the request for a variance
to the Council with out recommendation and the Planning
Commission intends to provide recommendations for revision of
sign ordinance requirements at a future date. The Planning
Commission's recommendations will include more specific
definitions and square footage limits. The motion was
seconded by Sister Kathleen. All members present voted aye.
Motion carried.
