December- 3, 1990
Members Present: Ken Hiemenz, Dan Nierengarten, Hub Klein,
Art Budde, Se. Kathleen Kalinowski, Bob Loso
Others present: Ra.chel Stapleton, Clerk/Administrator; Ben
Hollerman, Joe Gohman, Diane Gohman, Mark Lamber t, Greg
Kacures, Dale Salo
The meeting was ca lIed to order at 7:30 p.m.
A pub 1 i c hearing was held to consider a preliminary plat for
North Park Addition. The proposed plat 1. 27 acres of
property located North of CSAH 75, South of the Railroad ROW,
East of First Ave NW and Date St. Described as follows:
That part of Lot 4, Auditor's Subd. No. 9 of Lots 14, 15,
16 and 17 of Auditor's Subd. No. 4 of the SW 1/4 NW 1/4 and
the SE 1/4 of the NW 1/4 of Sec 10, Township 124, Range 29,
according to the plat and surveys thereof on fi 1 e and of
record in the office of the Stearns County Recorder,
Stearns County, Minnesota, described as follows:
Beginning at the intersection of the northerly right of way
line of CSAH 75 with the west 1 i ne of said SE 1/4 of the NW
1/4; thence South 88 degrees 06 minutes 01 seconds East,
assumed bearing, on said northerly right; of way line 382. 10
feet to the southeasl corner of said Lot 4 ; thence North 01
ùegrees 39 minutes 14 seconds East on the east line of said
Lot 4 a distance of 359.13 feet to the southwesterly right
of way line of lhe Burlington Northern Ra i I road for the
point of beginning of the land to be described; thence
South 01 degrees 39 minutes 14 seconds West on said east
line to said southeast corner; thence North 88 degrees 06
minutes 01 seconds West on the nor the I' I y right of way line
of said County Road a distance of 66.00 feet; thence North
01 degrees 39 minutes 14 seconds East parallel with said
east line 200.00 feet; thence North 88 degrees 06 minutes
01 seconds West parallel with said northerly right of way
line· 126.00 feet; thence No x' t h 01 degrees 39 minutes 14
seconds East parallel with said east 1 i ne 14.7 feet to the
intersection with the easterly extension of the south line
of Lot 3 of said Auditor's Subd No. 9; thence North 88
degrees 02 minutes 47 seconds West on said extended lot
line 36.42 feet to the SE corner of said Lot 3; thence
North 14 degrees 08 minutes 07 seconds East on the
southeasterly line of Lot.s 3, 2 and 1 of said Auditor's
Subd. No. 9 a distance of 239.2 feet to said southwesterly
right of way 1 i ne of the Burlington Nor\hern Railroad;
thence southeasterly 198.42 feet on a non tangential curve
concave to the northeast having a radius of 2778.52 feet
a.nd a central angle of 04 degrees 05 minutes 30 seconds, the
chord of said ~urve bears South 61 degrees, 19 minutes 19
seconds East to the point of beginning. The proposed plat has
b~~n swbmitt~d by f'18 l' k Lambert, 521 Second Street SE, St.
Cloud, Minnesota 56304.
Lambert presented éi map detailing his request. He explained
that the replattillg would "clean up" or shorten the legal
description of the property to "Lot 1 North Park Addition" and
"Lot 2 North Park Addition". I t also clears up and locates the
boundary 1 i nes.
Art Budde asked if Lambert encountered any problems in his
surveying.
Lambert stated that t he I' e i s a 12 ft. difference on some of the
back pieces of the property, but the frontage on property is the
same. There wi I 1 be a 24 ft.. access easement on the property,
should Date Street be extended.
Bob Loso made a moLion to recommend to the council to approve
Lambert's preliminary p I at.
Ken Hiemenz seconded.

Under new business:
Ken Hiemenz made a motion to accept the Nov. 12, 1990 Planning
Commission minutes.
Seconded by Dan N i e I' en g a I' ten.
Ayes: Loso, Nierengarten, Hiemenz, Klein, Budde, Kalinowski
Nayes: None Motion carried, 6:0
Rachel Stapleton noted that there wi 1 1 be three vacancies on the
planning commission, and the City Counc i 1 a s 1< e d for
recommend3tions from the current planning commission. Stapleton
also stated that Elmer Rakotz and Linda Viehauser expressed
interest in the positions.
As there wi I I not be enough members available for a quorum in
January, there wi I I be no January meeting.
Bob Loso stated that the City has $5000 to spend on sidewalk
repair and asked that the commission consider establ ishing a
sidewalk district and presenting it to the counci I.
Dale Salo appeared before the commission seeking input as to the
question of minimum lot size for a single f am i 1 y dwelling in
PURD areas.
The commission stated that although they could not make a Board
decision, they suggested coming before the commission with a
proposed pla-ç and with a good underlying reason for them to
consider a small er than the 10,000 sq. ft. lot size.
After general wishes for s. Mer"ry Christmas and a Happy New Year,
the meeting was adjourned.
