Joe Bettendorf, Dick Taufbn and/I met with the developer representative Tim Erkilla. I
During review of the preliminary plat we have identified four outstanding issues.
1. Lot Size -frhe Planning Commission requested that all lots be at I
least 9,000 square feet. The plat before the Commission includes
smaller lot~. However, Erikilla will present an alternative at the
meeting. I ' I
2. EAW - It iy the understanding of the City that an EAW must be
comPleted,! for this project. Erkilla disagrees with this opinion and I
requested ,that we review this matter further. Joe Bettendorf is
reviewing this matter and will have a response for the public hearing.
3. Private StJeets - Discussion on whether or not they should be I
allowed.
4. 88th Avenue - Bettendorf has requested the developer provide an I
outlet to 88th Avenue. Erikilla will present an option providing for
such.

As this plat is being devdloped as a PURD, the developer can vary from the strict ·
regulations of the ordina,lnce. Restrictions can include smaller lot sizes, reduced _ -
frontages or lot dimensions, and the inclusion of private roads. This matter is -

Grading and Drainage I
1. I will wait to see if Dale Street is reconfigured before reviewing the grading and drainage
plan in detail. In general, I would like to see a larger-scale copy for my review. A legend I
should be provided detailing w~t each of the housing-type codes stands for, along with
dimensions showing the distancelfrom grade to lowest floor, from lowest floor to lookout,
and from grade to first floor. P~d elevations are assumed to be garagp elevations unless 1
otherwise noted.
2. The hydraulic calculations show la 100-year discharge from the south pond of 67.59 CFS. _I
This is the combined outflow de"eloped in both ponds. There is no drainage system on 88th
,Avenue to accommodate this large, flow. Even with development, ditch capacity along 88th
,will remain minimal for the near ¡term. With regard to the concentrated pond discharge, the I
' developer will have to retain nelirly all of the projected dischaigeon his land. This will
require some redesign.
Streets I
The vertical curves on "C" Street should be checked for proper sight distance, otherwise the I
preliminary grades and typical sections s~bmitted are acceptable.

I have had an opportunity to review the information which you have provided relative to I
Madison Park PURD. I believe that the proposal meets the guidelines established for a
PURD. The development consists of 34 acres, exceeding the minimum requirement of
20 acres. Although some of the lot sizes are less than 11,000 feet, the average lots size I
exceeds I 1,400 feet. Therefore, I believe that the density is acceptable.
I would require the developer to provide a separate site plan and seek approval of this .1
specific development when the multi-family portion (Outlot A) is developed. That
should be specified as a condition of approval of the PURD.
I would also suggest that some consideration be given to establishment of a small park. I
A small park with playground equipment could be incorporated into Outlot A where the I
Frank J. Rajkowski·· walking paths intersect. This park would serve the children of the apartments as
Gordon H. Hansmeier developed as well as those of the neighborhood.
