Lake Wobegon Committee Meeting .
May 6, 2002
The Lake Wobegon Committee met at the St. Joseph City Hall on Monday, May 6, 2002 at 5:30
p.m. Persons present: Tom Skahen, Chair, Peter Theismann, Kyle Schneider, Jane Litchy,
Miriam Ardolf, Wilbor Wilkens, Del and Elmer Reber.
Tom gave a brief review of where we in the process of getting the trail to St. Joseph and having a
Welcoming Center. MnDOT has transferred the trail bed to St. Joseph. The current issue is the
decision by the DNR on our application for a grant for the Welcoming Center. Mike Doyle will
be meeting with the DNR on May 19 and Tom and Kyle will also attend to be available for
questions.
The awarding o[the grant to St. Joseph is a strong possibility; the DNR was impressed with the
grant application. The grant is federal money administered by the DNR for trails. lfthe grant is
received, the city is committed to support the trail financially and for maintenance. The grant
requires a match and money will need to be raised for the match. The Jaycees have already
donated about $12,000. The Initiative Foundation may help for park benches and recreational
equipment. Stearns Electric may be another source of funds.
The conunittee has considered several locations for the Welcoming Center. The Reber property
has been offered and the Reber's would be pleased if the property were used for this purpose.
The property is located on the left side of County Road 2 (as one goes north) and includes a sand .
pit of 1.23 acres. The approximate dimensions presented indicate that the size of the parcel is
large enough to provide space for the çenter and parking excluding consideration of the gravel
pit. The Reber family wíll send a letter to the committee stating that they are willing to enter into
discussions concerning the sale ofthe land. The committee is very amenable to engage in
negotiations.
It was suggested that letters of support for the trail could be helpful for the DNR. Tom asked
that a letter ftom the Reber's, Jaycees, Sno-Joe's and LION's be given to him by May 15 for the
DNR.
Jane reported that there are some rumors that the Welcoming Center will be a LION'S building.
She has concerns because the Jaycees are donating $ I 000 per month for the center and were first
to financially support the project. Tom said it is not a LIONS' building and Kyle concurred. We
will need to have plaques put in the center recognizing all organizations and individuals who
have made significant donations; that would certainly include the Jaycees. Del requested to have
an area of the Center or some recognition of her father, Joseph A. Reber.
The next meeting will be Monday, June 3, 2002, at 5:30 at City Hall.

Dear Ms. Weyrens,
Thank you for submitting an application for funding through the National Recreation Trails
Program (NRTP). I regret to inform you that your project to develop the St. Joseph Welcome
Center at the trailhead to the Lake W obegon Trail was not recommended for funding by the
Minnesota Recreation Trail Users Association. Your project was very highly regarded and we
encourage to apply again in the future. Subsequently your project is not included in the
. Departmenf~ recently completed package for submission to the Federal Highway Administration.
Nevertheless, you.are to be congratulated for your willingness to advance your trail project.
More and more, trails are becoming a part of what we refer to as the "quality of life" here in
Minnesota. Furthering projects such as yours will only enhance that notion.
In mid-November we will be soliciting applications for next year's funding. During the month of
December, we plan to host a series of training sessions throughout the·state. Those meetings will
provide applicants with the opportunity to gather further information about DNR Recreational
Grant Programs, as well as the priorities for next year's grant cycle. It will also provide
applicants with an opportunity to ask questions about the application process and what you could
do to improve your chances of being funded. I encourage you to attend the meeting in your area.

Alan Rassier The Orderly Annexation Agreement between the City and Township of St. Joseph requires a
public hearing if less than 100% but more than 60% of the property owners in an area
petition for annexation. The City has received annexation petitions equaling 86% of the
property in the above mentioned area.

6 I. Article #?: Life Cycle Housing Agreement
7 A. Whereas
8 1. Both the 20-year master plan and the comprehensive housing study of the St.
9 Cloud area have identified a serious regional need for more affordable housing
10 2. The shortage of affordable housing is detrimental to the public health, safety,
11 welfare, and economic vitality;
12 3. Federal and state housing finance and subsidy programs are insufficient by
13 themselves to satisfy existing housing needs;
14 4. Counties and cities in the region need to encourage the construction of
15 moderately priced single-family and multi-family residential units by a variety of
16 methods;
17 5. The experience of builders and developers in the region indicates that if land and
18 other costs per unit can be reduced, residential units of more modest
19 specifications, with fewer amenities, can be produced and sold at a profit.
20 B. The five cities of Sartell, S1. Cloud, S1. Joseph, Sauk Rapids, and Waite Park
el pledge that they will work with area developers to ensure that 15% of the
22 combined total number of owner-occupied and rental housing units, taken
23 together, built in each city will be Life Cycle Housing Units (LCHUs).
24 1. Owner-occupied LCHUs are units:
25 a) sold only to households with annual incomes less than 80% of the area
26 median income,
27 b) sold at or below a specified price point (defined differently for detached houses
28 and town houses) approved by the Board, and
29 c) sold with the condition that the original buyer and all subsequent owners of
30 such an LCHU,
31 (1) during the first ten years of life of the LCHU, can sell the unit
32 (a) only to a household with annual income less than 80% of the area median income, and
33 (b) for no more than the purchase price the seller paid for the unit
34 (i) plus an inflationary increase, defined as the percent increase in that
35 purchase price equal to the rise in the Consumer Price Index over the time
36 that has elapsed since that purchase;
37 (2) during the second ten years of life of the LCHU, can sell the unit at any price to
38 any buyer regardless of income, but the seller can retain only
39 (a) the purchase price the seller paid for the unit,
40 (b) plus the inflationary increase, defined as a percent increase in that purchase price
41 equal to the rise in the Consumer Price Index since the time of that purchase,
42 (c) plus one half of the difference between the sale price and the sum of the purchase
43 price plus the inflationary increase.
-14 (d) During the second ten years oflife of the LCHU, that part of the sale price beyond this
_-+5 total retained by the seller will be paid into the Life Cycle Housing Fund.

46 (3) After the twentieth year of age of the LCHU, or at the time of any default on a
-~ mortgage on an LCHU, whichever comes first, all restrictions on resale shall
cease.
49 d) The builder may sell the LCHU to anyone, regardless of income, if and only if
50 the builder has not received a purchase offer for a price equal to the price
51 point from an income-qualified buyer before the end of a thirty day period
52 beginning when the Service Provider receives notification from the builder that
53 construction framing has been completed.
54 2. Rental LCHUs are units
55 a) whose maximum monthly rent is no greater than 30% of the monthly income of
56 households earning 50% of the area median income
57 b) which must be rented as LCHUs for at least the first 20 years of life of each
58 unit.
59 C. Each city
60 1. is free to employ whatever methods it judges to be most effective in meeting this
61 15% commitment.
62 a) These methods could include alterations in zoning and planning requirements,
63 fee reductions or other financial incentives, a requirement that all
64 developments include a minimum percentage of LCHUs, or other means;
65 2. will be an active participant in the Life Cycle Housing Subcommittee of the Joint
66 Planning District Board, which will propose to the Board the specified price point
67 and maximum rent and will continue researching, monitoring, and formulating
68 proposals to assist in addressing area affordable housing needs.
.~ a) The Subcommittee will comprise
(1) One member appointed by each city;
71 (2) One member appointed jointly by the counties of Benton, Sherburne, and
72 Stearns;
73 (3) One member appointed by the Central Minnesota Builders Association;
74 (4) A representative of a non-profit housing agency appointed by the Board
75 (5) A representative of area realtors appointed by the Board
76 (6) A representative of area bankers appointed by the Board
77 (7) A representative of the public appointed by the Board.
78 3. will by February 15th of each year issue to the Board and the other cities a public
79 report on
80 a) the results of this commitment over the previous calendar year,
81 b) the results anticipated for the current year, and
82 c) for any city which has not met the 15% commitment by the end of the second
83 year of the Agreement, a description of the city's plan for the coming year for
84 meeting that commitment.
85 D. The commitment to ensure the construction of 15% LCHUs will take effect
86 immediately after the cities and the Joint Planning District Board approve this
87 Joint Powers Agreement.
88 1. The Life Cycle Housing Subcommittee will issue a public annual report
89 summarizing the results of this Agreement across the five cities and will caution
90 any cities that fail to reach the agreed-upon goal.
91 2. The Board and the participating cities acknowledge that no decision made at one
~; time can bind the Board or a city council later in time. Nonetheless, since the
cities are committed to solving the affordable housing problem and since the two
94 major options available are the "voluntary" approach represented by this Article

.~ and a mandatory ordinance (requiring a minimum percentage of LCHUs in every
residential development), each city which is a party to this agreement formally
97 states its intention to move to a mandatory ordinance if the 15% outcome for the
98 city is not achieved under this Agreement by a date five years after the approval
99 of this Agreement or sooner if deemed necessary.
100 a) In determining the percentage of LCHUs constructed in any city, earlier years
101 with more than 15% LCHUs can be counted with later years, up to a time span
102 of 5 years.

106 II. Other Issues to be Dealt with by the Drafting Committee Outside the
107 Joint Powers Agreement
108 A. Funding for gap loans and/or a community land trust
109 1. Inquiry with the MN Housing Finance Agency (MHFA) and the Greater MN
110 Housing Fund (GMHF) concerning their willingness to provide financial support
111 under this Joint Powers Agreement approach.
112 2. Need for a Service Provider to apply for and administer such funding, screen and
113 educate prospective buyers, educate homeowners, assist in resales, and recycle
114 the repayments in the Life Cycle Housing Fund, etc.
115 B. Development of a model to be made available to the 5 cities for use in city
116 planning with developers to encourage the construction of LCHUs.
117 C. Development of a model "formula" for the determination of a maximum price
