Hiemenz Mark Gross filed a Complaint against Fire Chief David Theisen, Based upon written and oral testimony, the Fire Board makes the following findings: -ERKI 1. A phone conversation occurred between Mark Gross and the Fire Chief on or about DMINISTRATOR April 5, 1998, lchel Stapleton 2. As a result of this conversation, Gross felt intimidated and threatened. During the phone conversation, a confrontation occurred, but the specifics of the )ry Ehlert content and the tone of the conversation are disputed by the participants. en Twit The evidence sustains the conclusion that the Fire Chief may have been over- - 4. riedenfuer aggressive during the conversation in exercising his management authority over - Gross. THEREFORE, the Fire Board recommends the following action: A. That the Fire Chief be cautioned to use restraint as appropriate and show respect in the exercise of his authority. B. That the Fire Chief send a letter to Gross stating that it was not his intention to intimidate or threaten him, but only to enforce the regulations of the Department. He regrets that his action may have been construed otherwise. C. That all supervisory officers of the Department, including the Fire Chief, participate in a management training session to improve communication skills, Dated this 9t11 day of July, 1998. Qad..J.
