· The Fire Advisory Board of the City and Township of St. Joseph met in regular session on
Wednesday, August 5, 1998 at 8:00 p.m. in the St. Joseph Fire Hall.
MEMBERS PRESENT: St. Joseph Township Representative Joe Bechtold, City
Representative Bob Loso, Fire Chief Dave Theisen, City Clerk/Administrator Rachel Stapleton,
St. Wendel Township Representative Richard Schleper.
OTHERS PRESENT: Jeff Karnik, Dan Scherer, Bill Lowell, Randy Torberg, Keith Gruber,
Mike Lyon, Mark Winter.
Chief Dave Theisen called the meeting to order at 8:00 p.m. with all members present.
MINUTES: Loso made a motion to approve the minutes of the May 6, 1998, May 13, 1998,
May 27, 1998, June 11, 1998 and July 9, 1998 meeting with Bob Loso's arrival time to show
8:10 p.m.; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried,
Chief Theisen noted there is no quarterly financial report.
OLD BUSINESS
TANKER TRUCK BID OPENING: Chief Theisen reported two bids were received and opened
· today at 3:00 p.m. as follows:

The Truck Committee reviewed the bids and recommended to accept the low bid of Central
States Fire Apparatus of $107,594.00. Loso made a motion to accept the bid of Central States
Fire Apparatus of $1 07,594.00 as recommended by the Truck Committee; seconded by
Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
RESERVATIONS FOR FIRE HALL: Chief Theisen discussed problems with groups using the
Fire Hall meeting room and leaving it in need of cleaning. Loso felt an outside party should
clean the Fire Hall once a month. Theisen stated because he does the regular cleaning it is
· not necessary. He felt the individual who signs the reservation form can be held accountable.
After short discussion the Board recommended the City Office add to the form a statement
indicating if professional cleaning is needed after your use of the Fire Hall you will be billed for
it. This item should be with emphasis and could be an additional bullet with emphasis on that
particular item. Loso recommended bordering the form with that information as well.

. RESCUE VAN REPLACEMENT COMMITTEE: Keith Gruber spoke for the Rescue Van
Replacement Committee. He discussed a 1997 demo rescue vans they had reviewed with
12,000 miles with an estimated outright price of about $78,000.
They further discussed and compared a new one to a demo model, completeness of the unit,
and the need to transfer the radio. Loso recommended checking into a new radio for the new
van. The Committee recommended bidding a new rescue van along with a used one.
Bechtold moved to accept the recommendations of the Rescue Van Replacement Committee
and allow them to proceed with preparing specifications for a new rescue van, with an alternate
bid for a demo type model, to be published August 14th and opened at 3:00 p.rn. September
8, 1998; seconded by Loso.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
ST. BEN'S PAYMENT: St. Ben's second payment for 1998 was recently received.
SHEL TERS FOR STORMS: The Fire Department has set up a protocol for individuals who
should come to the Fire Hall for shelter from storms. Most people would be allowed to go to
the basement, and the other individuals would be taken to the kitchen for shelter. Theisen
questioned the status of the Mobile Home Park shelter. Loso stated the County inspected it a
couple years ago.
. Theisen stated S. Paula had contacted him indicating the Monastery would be willing to work
with the community on shelter designations.
SOCIAL SECURITY WITH HOLDINGS FOR FIREFIGHTERS: Stapleton presented
information received from the League of Minnesota Cities recommending withholding social
security if compensation may constitute a wage and because of the nature of the Relief
Association. The Board generally agreed to continue with the current policy of withholding, but
suggested Theisen may pursue this further by contacting the IRS or a State agency. Theisen
indicted he may.
COOLING BARN SERVICES: Theisen reported the Fire Department members suggested not
provid
ing the service of cooling barns (in hot weather) to Rothfork's Turkey Farm as in the past. Loso
felt this is a service that has been provided for years, while Bechtold felt if such a service
should be provided it should be provided to all those people who could benefit. Theisen felt it
would be difficult to have enough Firefighters available to provide the service when the weather
would demand it. Theisen stated tanker trucks are available from time to time at a reasonable
cost and Rothfork may wish to look into such equipment. After further discussion Loso made a
motion to not provide the service of cooling barns; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
. PROPOSED GAMBLING LICENSE FOR FIREFIGHTERS: Theisen reported the Fire
Department is no longer interested in gambling due to the disbursement regulations.

- 1999 BUDGET: Because 1999 budget planning information was not available for the Fire
- Board a budget meeting was set for 8:00 p.m. August 13, 1998 at the Fire Hall.
IRIS HELMET FUND: The Lions made $1,700 in their 5k 4th of July run and donated it to the
Iris Helmet fund. It is now close to $5,000. The Lions Club is also contemplating donating
new Christmas decorations.
8chleper questioned if the Board wanted the 81. Wendel Representative to be from the area of
their township served by the 8t. Joseph Fire Department. Bechtold and Loso felt the
appointment should be left to the discretion of the 8t. Wendel Township Board.
COMPLAINT: Theisen presented a request to appeal the Fire Board's decision on the
resolution of the complaint. Bechtold clarified for him that the resolution states
recommendations only not requirements.
