- Pursuant to due call and notice thereof, the Fire Advisory Board of the City and Township of S1. Joseph
met in special session on Monday, June 28, 1999 at 8:00 p,m, in the S1. Joseph Township Hall.
Members Present: S1. Joseph Township Representative Joe Bechtold; City of S1. Joseph Representative
Bob Loso; Fire Chief Dave Theisen; S1. Wendel Township Representative Richard Schleper.
Theisen stated the purpose of the special meeting is to discuss the firefighter incident whereby a
firefighter responded to an emergency call while intoxicated, At this time Theisen has received a copy of
the Alcohol/Chemical Dependency Evaluation as requested by the Fire Board on May 5, 1999. Theisen
reported that since May 11, 1999 the firefighter involved has been on suspension.
The Board discussed the recommendations of the evaluation and referred the matter to the City Attorney
for implementation of the recommendation of the evaluation.

Minutes: Bechtold made a motion to approve the May 5 and June 28, 1999 minutes as presented;
seconded by Loso.
Ayes: Theisen, Bechtold, Loso.
Nays: None, Motion Carried 30:0
Financial Report: Loso made a motion to accept the 2nd Quarter 1999 Joint Operating Fire Financial
Report as presented; seconded by Bechtold,
Ayes: Theisen, Bechtold, Loso.

OLD BUSINESS
Computer Software: The Firehouse Software has been installed and software training will begin shortly.
Firefighter Training: The recently hired firefighters are currently serving their internship, One of the
firefighters hired has previously completed the required training and can be put into service, However, he
--- still needs to be State Certified, The other firefighters will be continuing training this fall with class
1403B.

Personnel Issue: The firefighter involved in the personnel issue is following the recommendations and
everything is progressing well,
Tow Hooks: Fire Chief Theisen requested the Board authorize a local vendor to install the tow hooks on
the new fire truck. If the truck is sent to the manufacturer, the truck will be out of service for two days
and the Fire Board will incur the travel costs such as two days per diem. Theisen stated that the
manufacturer is not willing to pay the cost for a local vendor to install the two hooks, Further, he clarified
that the frame warranty will not be affected if the two hooks are installed locally. Duane Pfannenstein,
Little Shop Welding has submitted an estimate of $ 250.00, The Board generally agreed to have the
work completed locally, Theisen should contact the St. Cloud Freightliner Representatives and inquire if
they could provide the service,
NEW BUSINESS
Valve Purchase: Theisen requested the Fire Board authorize the purchase of a 2 'li" and 5" valve for the
new tanker truck. These valves would allow for more efficient connection to fire hydrants saving time
when arriving at a fire scene. The cost of the valves is approximately $ 800,00 and sufficient money is
available in the budget under the category "Other Equipment", Bechtold made a motion authorizing the
purchase of the requested valves; seconded by Loso.
Ayes: Theisen, Bechtold, Loso.

- Truck Certification: Theisen reported that both pumper trucks need to certified at a cost of $ 500,00.
- Emergency Apparatus will complete the certification. Theisen stated that the certification of trucks is
important in the ISO rating. Currently the City is rated at 6 and the Township is rated 9.

- Turnout Gear: Theisen reported that some of the turnout gear is in dire need of replacement. As the
equipment is used and washed the materials begin to breakdown. Once the material breaks down, the
gear does not offer the firefighter sufficient protection while fighting fires. The cost of the turnout gear is
$ 1000 per set (coat and pants). Further the City can receive a price break if 8 or more are ordered.
Loso questioned if the firefighters could purchase some other type of uniform, Theisen stated that the
equipment used by the Fire Department is not top of the line equipment, rather middle of the market.
Bechtold stressed the importance of providing good equipment for the members. After considerable
discussion Loso made a motion to replace 10 sets of turnout gear including bunker pants and coats. The
motion was seconded by Bechtold.

Training Equipment: Theisen reported that the Fire Department has received funds to purchase "Fred the
Head" . This piece of equipment is used for medical response training and is similar to "Resusa Annie"
which is used for CPR training. The Fire Department received the following donations: VFW - $ 300;
Lions - $ 400; Legion - $ 300 and the Fire Department will pay the balance.
Painting: Theisen reported that he does not have any figures on the repainting of the red time on the Fire
Hall, Loso requested that Theisen receive some warranty when quotes are received, Theisen will call
the Board Members when the information is available,
ISO Rating: Theisen reported that Chuck Munson has gone through all the fire records including: how
. many fire fighters respond to calls, types of fires, and equipment records, Munson has recommended that
the Fire Department carry 1200 feet of2 Yz" hose on the truck. At this time the Township rating will
remain 9.
