Fire Board Meeting
November 6, 1985
Pursuant to due call and notice thereof the Fire Advisory Board of the City
and Township of st. Joseph met in session on Wednesday, November 6, 1985,
at 8:00 p.m. in City Hall Annex.
Members Present: Town Representative, Joe Bechtold; City Representative, Leo
Sadlo; Fire Chief, Dick Taufen; City Clerk, Bob Johnson.
Minutes: Minutes of the May 1, 1985 meeting were approved as presented, on motion
by Sadlo seconded by Bechtold.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None Motion carried.
The meeting of August 7, 1985 had been suspended for the summer.
Fire Chief Report: Chief Taufen reported the following:
1) Service on trucks (Duluth service contract) will be performed this month.
2) Bill Lowell Jr. and John Meyer were reported as new department members
approved by the City Council. (Physicals taken at local clinic.)
3) Maps and index system for 911 were in place for st. Wendel Township.
House numbers and designated streets completed.
Investment Reserve Fund~ A motion was made by Sadlo seconded by Bechtold to approve
an investment reserve fund for 1986 in the amount of $10,000.00.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None Motion carried.
An investment option report was presented for board review of apportionment
cost to st. Joseph Town, st. Wendel Town and City of st. Joseph. Data on
administrative cost billing also submitted by City Clerk.
Medical Calls - Practice Review: The board reviewed the department policy on answering
medical calls and dispatching of ambulance unit. The Fire Chief to obtain further
information on the policy and practices around area.
Quarterly Financial Report: Presented, reviewed and approved on motion by Bechtold
seconded by Sadlo.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None Motion carried.

Signing of New Fire Contract: The Board agreed that all parties, st. Joseph Town,
st. Wendel Town and city officials should be present at the December 5, 1985,
City Council meeting at 8:00 p.m., for the official signing of the new fire
contract involving the above named government units.

Pager Responsibility: Chief Dick Taufen presented the question of responsibility for
damage or loss of a department pager issued to fire personnel. Insurance
coverage to be reviewed and the matter reconsidered at the next board meeting
in February, 1986.
FLSA Update: The Fair Labor standards Act question of compensatory time off in lieu
of overtime pay was reviewed. Current status of Supreme Court decision that
Cities and Counties must comply with FLSA appears to be a'wait for Congress'to
pass final legislation to exempt Cities. The House and Senate bills currently
being considered for passage differ only in the amount of comp time that can be
earned before overtime pay would be required. The City adopted a 28-day - 58
hour weekly tour of duty for fire personnel on December 18, 1975. (See City
minutes No. 665-666. )
Adjournment: The meeting was adjourned at 9:10 p.m. on motion by Sadlo seconded by
Bechtold.
