FIRE BOARD MEETING February 6, 1989 Pursuant to due call and notice thereof, the Fire Advisory Board of the City and Township of St, Joseph met in regular session of Monday, February 6, 1989 at 8:00 p.m, in City Hall Annex. MEMBERS PRESENT: Town Representative Joe Bechtold, City Representative Leo Sadlo, Fire Chief Richard Taufen, City Clerk/Adm, Rachel Stapleton, MINUTES: Minutes of the October 26" 1988 meeting were approved as presented with a motion by Sadlo; seconded by Bechtold, Ayes: Bechtold, Sadlo, Taufen. Nayes: None. Motion carried, QUARTERLY FINANCIAL REPORT: Board discussed interest earned by month and end of year report. Clerk presented revised financial statements and discussed the revisions. Bechtold made a motion to approve the revised reports of June through October and the report of December as presented, until audited; seconded by Sadlo, Ayes: Bechtold, Sadl0, Taufen. - Nayes: None. Motion carried. ASSESSORS REQUEST: Board discussed the assessor's request to set up a fire district to aid in his retrieval of data for St. Wendel Township fire service areas. Board felt that establishing a fire district would not be in the best interests of the St, Joseph Fire Department, BURN PERMITS: Discussed if possible to request the local Boards to collect reimbursement for expenses incurred by the Fire Department for unauthorized burning resulting in a fire call. Need to see if all Board's have this authority, FIRE CHIEF REPORTS: 1) Fire phone is now operating through the Stearns County Emergency Services. The dispatchers have the capability to set off the pagers, May need to get a backup battery to set off pagers, if the electricity is off, A battery pack is available at $250 to $350. The company will come out and set it up. Life of the battery is 3 to 4 years, Sadlo made a motion to approve the battery pack as a backup in the event of an electrical outage; seconded by Bechtold. 2) The trucks are scheduled to be serviced in the spring. 3) Randy Torberg has been approved as a new firefighter. 4) Budget - Need to consider increasing the officers and firefighters salaries as requested. Officers are having an increasing workload of data and reports. 5) The Fire Department is considering purchasing a computer. Expect software to be about $7,000 and $3,500 for hardware. .- Chief stated that the Fire Department plans to do fund raising for the computer and asked the Fire Board to consider allowing an amount for this expenditure, Ej.J¿.V·Y +(..{_..,ì~) 6) CIM refresher course will be given, requiredlyearl~~ 7) The St, Joseph Fire Department was called to assist the Melrose Kraft fire with the aerial truck. Three men assisted for about six hours. 8) Discussed methods in requesting assistance from St, Benedict's in the financial operation of the St, Joseph Fire Department. SALARY INCREASE: Bechtold made a motion to increase the firefighters salaries to $8,00 per hour and consider an increase for the officers salaries for 1990 budget year; seconded by Sadlo. Ayes: Bechtold, Sadlo, Taufen, Nayes: None, Motion carried, CAPITAL OUTLAY: Bechtold made a motion to approve a the capital outlay budget for 1989 to be at $18,000, with changes of #5 -defensive driving at $1,500 and #12 - Test Ladder on Gen. at $575, and to allow a maximum of $5,000 for a computer; seconded by Sadlo, Ayes: Bechtold, Sadlo, Taufen.
