Pursuant to due ca I I and notice thereof, the Fire Advisory
Board of the City and Township of St. Joseph met on
Wednesday, May 3, 1989 at 8:00 p.m. in City Ha I I Annex.
MEMBERS PRESENT: Town Representative Joe Bechtold, City
Representative Leo Sadlo, Fire Chief Richard Taufen, City
Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Ken Twit.
MINUTES: Sadlo made a motion to approve the minutes of the
February 6, 1989 meeting as corrected to state that the CIM
refresher course is required every two years; seconded by
Bechtold.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None. Motion carried.
QUARTERLY FINANCIAL REPORT: Bechtold made a motion to
- approve the quarterly financial report as presented; seconded
by Sadlo.
- Ayes: Bechtold, Sadlo, Taufen.
Nayes: None. Motion carried.
FIRE CHIEF REPORTS: 1) The yearly servicing of the fire
trucks and apparatus has been completed.
2) CIM and CPR refresher courses have been completed by the
firefighters.
3) Chief requested that the capital outlay budget for a
computer be clarified to state computer project. The office
area where the computer wi 1 1 be installed needs to be cl imate
controlled, electrical work done, and other upgrading of the
office area. Board discussed the funding for it (donations
from local clubs and the balance up to $5,000 from the Joint
Operating Fire Fund) , and the accounting for the funds. A
separate fund through the Fire Department is set up for the
computer project, for the donated fund s, to be closed out
when project completed. Budgeted capital outlay expenditures
wi I I be accounted through the Joint Operating Fire Fund.
The Board a I so clarified that expenditures over $50 need
prior approva I. Taufen moved to change the motion of
February 6, 1989 for capital outlay for "computer" to
"computer project. " The motion was
seconded by Bechtold.

RELIEF ASSOCIATION: Ken Twit, St. Joseph Re lie f Association
representative, discussed with the Board the State Aid two
percent for the area of St. Wendel Township which the St.
Joseph Fire Department serves. When the contract was signed
with St. Wende 1 , no apportionment agreement was signed with
the St. Stephen Fire Department for the St. Wendel Township

area. Therefore the State has been remitting the f u I I amount
for St. Wendel to St. Stephen. The Mayor negotiated recently
with St. Stephen Fire Department for an apportionment
agreement, which has been signed and sent to the State. St.
Stephen has verbally agreed to remit to St. Joseph, the
amount due St. Joseph for the prior two years, which was
incorrectly remitted to them.
STATE FIREFIGHTERS CONVENTION: State Fire Fighters
Convention wi I I be held in Alexandria on June 15-18.
Bechtold made a motion to approve attendance of two
firefighters; seconded by Sadlo.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None. Motion carried.
FIRE FIGHTING EQUIPMENT: Sadlo made a motion to purchase two
portable lantern rechargeable units, at about $110 each;
seconded by Bechtold.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None. Motion carried.

St. Joseph Fire Department is hosting the Lake Region Fire
Association on July 17, 1989 at the LaPlayette.
Firefighter certification is presently on a volunteer basis.
The federal government may impose regulations and additional
requirements, if it gets involved.
The Fire Department is working on updating their by-laws and
wi I I present to the Counc i I for approva I. The changes are
mainly to make them non - generic.
Board discussed possibility of approaching St. Ben's to share
in the cost of operation of the Fire Department, in the
future, if appropriate.
Bechtold made a motion to adjourn at 10:00 p.m. Sadlo
seconded the motion.
