August 21, 1989 Pursuant to due call and notice thereof, the Fire Advisory Board of the City and Township of St. Joseph met on f\bnday, August 21, 1989 at 8:00 p.m. in City Hall Annex. MEMBERS PRESENT: Town Representative Joe Bechtold, City Representative leo Sadlo,Fire Chief Richard Taufen, City Clerk/Administrator Rachel Stapleton. MINUTES: Bechtold made a rrotion to approve the minutes of the May 3, 1989 meeting as presented; seconded by Sadlo. Ayes: Bechtold, Sadlo, Taufen. Nayes: None. Motion carried. QUARTERLY FINANCIAL REPORT: Sad 10 made a rrotion to approve the quarterly financial report as presented; seconded by Bechtold. Ayes: Bechtold, Sadlo, Taufen. Nayes: None. Motion carried. FIRE CHIEF REPORTS: Old Business: 1) Computer project is nearly completed; the office area is done, hardware and most of the software is installed. (2) The rechargeable firefighter lights have come in. (3) Firefighter State required certification was passed at the State Fire Convention. Grandfathering will be allowed, with the Fire Department setting up a classification system for the grandfathered firefighters. Otherwise all firefighters will comply with the State Classification system. - (4) Approved by-law updates are being printed. - (5) St. Ben IS participate in funding of fire protection; Board felt that this is not the right time. FIRE CHIEFS CONVENTION: Chief requested approval to attend the Fire Chiefs convention in Rochester on October 14 - 16. Bechtold made a motion to approve the request; seconded by Sadlo. Ayes: Bechtold, Sadlo, Taufen. Nayes: None. Motion carried. CAPITAL OUTLAY REQUESTS: Fire Chief requested to purchase 1) 30 face liners, about $20.00 each, total $600.00. 2) Medical bag, to replace worn out bag, about $100.00 3) Install spare radio equipment (encoder) in computer room, estimated cost $100.00 to $150.00. Bechtold made a rrotion to approve the capital outlay requests as presented; seconded by Sadlo. Ayes: Bechtold, Sadlo, Taufen. Nayes: None. Motion carried. Board discussed expenditures over $50.00. Current policy is expenditures over $50.00 need prior approval. Expenditures greater than this amount may be made by the Fire Chief or his representative, in an emergency situation, or if an emergency situation could occur if the repairs or supplies are not obtained. This judgement is at the discretion of the Fire Chief, or in his absence, his _. designated representative. - ~ ' . ,. FIRE. RELIEF ASSOCIATION: State of Minnesota adopted a five year vesting for firefighters in the Relief Association. 911: September 26, 1989 is designated as the final date for full implementation· of the 911 system in Stearns County.
