Pursuant to due call and notice thereof, the Fire Advisory
Board of the City and Township of st. Joseph met on
Wednesday, February 6, 1991 at 8:00 p.m. in City Hall Annex.
MEMBERS PRESENT: Town Representative Joe Bechtold, City
Representative Leo Sadlo, Fire Chief Richard Taufen, City
Clerk/Administrator Rachel Stapleton.
MINUTES: Sadlo made a motion to approve the minutes of the
November 14, 1990 meeting as presented; seconded by Bechtold.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None. Motion carried.
QUARTERLY FINANCIAL REPORT: Sadlo made a motion to approve
the July to December financial report as presented; seconded
by Bechtold.
Ayes: Bechtold, Sadlo, Taufen.
Nayes: None. Motion carried.
OLD BUSINESS: 1) Mailings to the residents, to gain
information on each property in the district, for fire
protection, have been sent out, and are being sent back.
2) HIV shots - will be working on them. 3) Administration
- expenses will be taken out at the end of the year.
CAPITAL OUTLAY: Capital outlay for the Fire Department was
established at $12,000 for 1991.
CHIEF REPORTS: 1) State Fire Conference will be held June 6-9
in Brainerd. Board generally agreed to send two firefighters
to the Conference. 2) The County has cut schooling and
training funding from 100% to 50%. The Board was in general
agreement to keep up the training at the present level with
more local costs. 3) The Fire Department is presently at 28
members. Before allowing any new members, updating the
requirements for entrance is necessary. 4) EBA Loss Control
Consultant recommended to:
a) change outlets to ground fault.
b) install a swinging bar device in truck #1, in the open
cab, to prevent firefighters from falling out.
c) wheel chucks are needed for all wheels.
d) anti-fall device is needed for the hose tower
e) overhead doors should have sen~or switches.
Fire Chief will prioritize these recommendations and get costs
for the changes.
5) OSHA has required standard operating procedures. The Fire
Chief will be writing these soon.
