Pursuant to due call and notice thereof, the Fire Advisory
Board of the City and Township of st. Joseph met on Wednesday,
February 3, 1993 at 8:00 p.m. in Ci ty Hall Annex.
MEMBERS PRESENT: Town Representative Joe Bechtold, City
Representative Stephanie Hazen, Fire Chief Richard Taufen,
city Clerk/Administrator Rachel Stapleton.
Chief Taufen called the meeting to order at 8:00 p.m.
MINUTES: Bechtold made a motion to approve the minutes of the
November 4, 1992 meeting as presented; seconded by Hazen.
Ayes: Bechtold, Hazen, Taufen.
Nayes: None. Motion carried.
QUARTERLY FINANCIAL REPORT: The Board reviewed the July
through September financial report. Questions were if the
City had transferred their quarterly share, by journal entry,
and on the beginning fund balance; had transferred $13,000 and
$1,500 (of st. Ben's donation) to the Equipment Reserve Fund;
and the year end transfer of interest to the Equipment Reserve
Fund. Hazen made a motion to have the July 1 through
September 30, 1992 report redone correctly; seconded by
. Bechtold.
Ayes: Bechtold, Hazen, Taufen.
Nayes: None. Motion carried.
FIRE CHIEF'S REPORT AND OLD BUSINESS: a) All the Capital
Outlay requests are ordered and most of them are in, except
the bunker pants. b) The Fire Department is currently working
on a five year maintenance contract for the pagers. c) The
new firefighters are starting medical training next week, and
fourteen firefighters will also take the training. d) The
Fire Chief also presented the six month fire report.
NEW BUSINESS: a) Capital Outlay requests for the years 93 and
94 include requests for a Defibulator and Jaw of Life. Local
organizations have been contacted to assist in the funding for
this equipment. Chief stated that they would also like to
have computer training for some of the Firefighters along with
some software updates. Chief stated that the Capital Outlay
has been capped at $12,000 in the past. Bechtold made a
motion to cap the capital outlay budget at $12,000 for 1993;
seconded by Hazen.

Nayes: None. Motion carried.
b) A DNR matching grant application has been sent for an air
van. This is a multi-community project. Participating
departments include Avon, Clear Lake, Clearwater, Cold Spring,
Rice, Rockville, st. Cloud, st. Cloud Township, St. John's,
st. Joseph, st. Stephen, Sartell, Sauk Rapids, and Waite Park.

The Air Van would be able to provide air to air packs at the
scene. c) Chief questioned when the fire contracts expire
with st. Wendel Township and st. Joseph Township.
Clerk/Administrator will check contracts. d) Fire Chief
stated that more storage space is needed and it will be
necessary to consider storage needs along with new truck
needs. e) The Fire Department is starting yearly medical
training and updates for the firefighters. f) st. John's new
Fire Chief is Brother John Andrews. Chief Taufen stated he
met him recently at a meeting. g) Hazen made a motion to
approve the following schools and Fire Convention with maximum
estimated cost:
l. Sectional School, March, st. Cloud, 4 Firefighters,
estimated cost - $850.00
2 . state Fire School, May, Bloomington, 4 Firefight.ers,
estimated cost $2,060,00
3. state Fire Convention, June, Rocheser, 2 Firefighters,
estimated cost $1,400.00
The motion was seconded by Bechtold.
Ayes: Bechtold, Hazen, Taufen.
Nayes: None. Motion carried.
Bechtold asked what the Fire Chief recommended for a new fire
truck. Chief Taufen stated that he would like to get rid of
the pumper and buy a new pumper and a mini pumper.
- Hazen questioned the Townships and City billings, and cost
- spread. It was explained that the cost is split according to
the Townships and City is according to tax capacity. The cost
is figured each fiscal year currently, as established by the
previous years tax capacity figures.
Bechtold made a motion to adjourn at 9:30 p.m. ; seconded by
Hazen.
