HomeMy WebLinkAbout11-03-93. .. Page 93-9 November 3, 1993 Pursuant to due call and notice thereof, the Fire Advisory Board of the City and Township of st. Joseph met on Wednesday November 3, 1993 at 8:00 p.m. in City Hall. MEMBERS PRESENT: Town Representative Joe Bechtold, City Representative Stephanie Hazen, Fire Chief Richard Taufen, City Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Judy Weyrens, Ken Twit. Chief Taufen called the meeting to order at 8:00 p.m. MINUTES: Hazen made a motion to approve the minutes of the August 3, 1993 with the following additions and corrections. (Additions are underlined, changes are in bold.) FIRE CHIEF'S REPORT AND OLD BUSINESS: B) Seventeen firefighters received training and Dassed, on the defibulator. d) The communication antenna has been moved by Granite Electronics at a cost of $1,100, which was 5100 over the estimate. g) The annual maintenance on the pumDers has not been done, _ yet but expect it to be done by fall. NEW BUSINESS: - a) The Board discussed what should be done with the old fire siren. It was agreed that chief Taufen would check with the City Engineer and dispose of it if it has no value. FIRE RELIEF ASSOCIATION REPORTS: Taufen discussed the st. Joseph Volunteer Fire Department Relief Association report of financial condition and their audit report. Bechtold seconded the motion. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. QUARTERLY FINANCIAL REPORT: Deputy Clerk Judy Weyrens presented the financial report. The Board reconsidered the January through June, 1993 report, and considered the July through September report. After discussion of balances in the Equipment Reserve Fund, the Capital Outlay Fund, and Operating Fund, the Board requested separation of the balances in the report. Capital Outlay expenditures will be deducted from the Capital Outlay Fund. Bechtold made a motion to approve the 1993 reports through September; seconded by Hazen. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. The Board reviewed the Township and City billings for the 1994 - budget year, with $94,500 the shared costs to the Townships _ and City. ST. JOSEPH FIREFIGHTERS RELIEF ASSOCIATION: Ken Twit, . Page 93-10 -- - representing the st. Joseph Firefighters Relief Association, discussed with the Board problems the Relief Association lS having with the state Auditor's Office getting certified for state Aid for the current year. Mr. Twit stated that there has been a change in structure in reviewing the financial statements of the Relief Associations at the state Auditor's Office. Because they are requiring that benefits are increased only at the beginning of a year, according to accounting principles, our Relief Association will need $1,700 more from the City and Townships. Mr. Twit stated that he had discussed this matter with the City Attorney, and the City Attorney advised that unless there would be a class action suit on this matter.. the City would be financially advised to do as the state is requiring. To fight it would cost much more than the amount the City is required to pay. Senator Bertram is supportive of the Fire Relief Association's position. until this issue is resolved the State will not pay the state Aid for the current year. Mr, Twit also stated that the amount of State Aid is down because of a change in the percentage that various levels of insurance companies are taxed. Mr. Twit stated that personnel from the Department of Revenue will provide an informational seminar on December 4, and that - they encouraged Relief Association Officers and City - Administration to attend. FIRE CHIEF'S REPORT AND OLD BUSINESS 1) Cold Spring reimbursed the City of St. Joseph $298.59 for Ollr portion of the cost of the air van. We also received a matching grant for $300, Therefore the funding for the van is fully covered and there is no cost to the City for it. ? ) The jaws of life training is completed. The defibulator - ; has been used in an emergency situation and saved a life. 3) Keith and Randy are working on OSHA requirements. 4) The exhaust fan has been wired up and is operating. 5) Taufen stated that he is working on liability insurance. 6) Annual maintenance on the apparatus is done. General has a seal that is leaking and the pump should be tested for the ISO requirements. Hazen made a motion to have the seal repaired and the truck ISO tested and maintenance completed.. at a cost not to exceed $1,000,: seconded by Bechtold. Ayes: Bechtold.. Hazen, Taufen. Nayes: None. Motion carried. 7) Fire Ch.ief's Convention was held October 21-23. Chief Dick . ¡ Taufen and Assistant Chief Dave Theisen went. Taufen stated that this was a very informational conference. - 8) Taufen asked why the Fire Hall was not inspected for ADA requirements. Stapleton stated the city buildings which could be used by disabled persons were inspected for ADA. It was not understood that the Fire Hall would have . , . Page 93-11 -. disabled persons, by the nature of the positions of - firefighter or emergency medical technician. Taufen stated that there is fire prevention safety education given at the fire hall and disabled persons do attend. This matter will be brought up at the Council meeting when the ADA report is given. i) The Board discussed that fire signs are no longer used but that house numbers must be visible from the road. j) Hazen asked for a follow up of the old fire siren. Tauren stated that it had no value and was trashed. NEW BUSINESS 1) Linnemann Inn - Taufen stated that the property owner would not allow him to inspect the Linnemann Inn. Therefore the state Fire Marshall was called in to inspect the facility. Taufen also stated that the certificate of occupancy has to be signed by a Fire Official and Building Official. ?) New Fire Hall and New Tru_ck - Taufen stated that at the - / convention he checked on the value of the old t ru_ck .. and found that it may not be worth quite $20,000. He felt that it would be good to keep it for a back up. A new truck would cost between $160,000 and $210..000. He asked if the Board would consider getting a new one, with interest rates low, and low interest loans available. Bechtold felt that storage is needed along with a new truck. - "n Taufen also stated that the fire calls this time would - / - be costly. The Lyman HU.ll fire was a costly one, and firefighters spent long hours at it. The meeting was adjourned at 10:05 with a motion by Bechtold; seconded by Hazen. Ayes: Bechtold, Hazen, Taufen.
