Joseph met i n t~egu 1 ar session on Wednesday February 2, 1994 at 8:00 p.m. in City Hall. MEïvlBERS PRESENT: Town Representat i ve Joe Bechto 1 d, C i t Y Repr'esentat i ve Stephanie Hazen, Fire Chief Richard Taufen; City Clerk/Adrninistrator Rachel Stapleton. OTHERS PRESENT: Judy Weyrens. MINUTES: Bechtold made a !Iotion to approve the minutes of November 3, 1993; seconded by Hazen. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. QUARTERLY FINANCIAL REPORT: Deputy Clerk Judy Weyrens gave the quarterly financial report. She stated that there will be same interest receivable yet to be r'ece i pted . The Board discussed with her the functioning of the Equ i prnent Reserve Fund and the Operat i ng Fund. Joe Bechtold stated that the Township valuation is decreasing and the Board may need to look at that in the future. - The Board discussed the Township contracts. st. Wendel Township's contract expires January 1, 1996 and st. Joseph Township expires July 1, - 1996. Hazen made a motion to approve the October through December quarterly financial report; seconded by Bechtold. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. ADMINISTRATION COSTS: Bechtold made a motion to approve the administration costs of $2,876.14 which is four percent of the annual expend i hwes . The nútion was seconded by Hazen. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. FIRE CHIEF REPORTS AND OLD BUSINESS 1) The General fire truck has not been repaired yet. It can be used as it is but will be fixed when the weather warms up. 2) Same cities carry the same 8J'nount of liability insurance that the City of st. Joseph does, but the Chief said he will do fur·ther check i ng . 3) A schedule for getting the new fire truck has been set. They intend to have the specs ready by July, for an August bid. Then it can be ordered in August or Septen1ber. Bechtold made a motion to approve preparation of specs for the new pumper fire truck by the F i t~e Department; seconded by Hazen. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. The Board r'eviewed the Fire Depar·tment Equipment Requesting Five Year Plan. Bechtold stated that the other two requested trucks, a new tanker, and a new grass r'ig; should be kept as a goal, but not to proceed with plans to acquire them until the new pumper is received and operational. · ,4 Page 94-4 ~ 4) Chief Taufen asked for reccmnendations ft~om the Fire Board on - procedure for plans for a site and new Fire station. I' -. - corrmittee; Hazen made a n"Ot-ion to have the governing hod-ies cons'ider- approval to allow a corrmittee of Fire Department members to pick foul~ sites and report their findings to the governing bodies. The motion was seconded by Bechtold. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. 5) Linne-nann Inn - Chief Taufen stated that most of the problems 'concerning the Fire Department issues were worked out at the meeting with .the Fire Depat'tment and the City Counci 1 and Township Board. 6) Charging for emergency calls is now a dead issue. 7) The FÜ'e Rel ief Association has now t'eceived their local gover-nment aid for- 1993. NEW BUSINESS 1) The Fire Deparunent has received a $1,000 grant from the sartell Cha'1ìp ion international paper mi 11 , and have ordered bunker pants and boots with that grant money. 2) St. .Joseph Fire Department has received a $1,000 matching grant frorrl the Department of Natural Resources. .3) Hazen made a n"Ot ion to appt'ove two f kef i ghters to attend the state fire convention in Detroit Lakes in June, as requested by Chief Taufen¡ ~ seconded by Bechtold. Ayes: Bechtold, Hazen, Taufen. - Nayes: None. Motion carried. 4) Bechtold made a motion to approve the purchase of a used headset with t'eceivet' and transmit capabi 1 it ies at a cost of $210.93, as requested by Chief Taufen; seconded by Hazen. Ayes: Bechtold, Hazen, Taufen. Nayes: None. Motion carried. 5) Cfyief Taufen requested to allow the capital outlay budgeted amount to stay at $12,000 for 1994 as it was in the past year. He wi 11 prepare a list of capital outlay itens that are needed for this year. 6) The annual fire report will be out soon. 7) We wi 11 need to start working on st. Wendel's contract at the beginning of next year or when financing through a bond issue. 8) The st. Cloud Times is doing an article on st. Joseph's need few a new fit-'e hall.
