Pursuant to due call and not ice thereof, the Fi re Advi sory Board of the Ci ty and
Township of St. Joseph along with the Building Committee of the St. Joseph Volunteer
Fire Department, met in special session on Tuesday, May 16, 1995 at 8:00 p.m. in the
City Hall.
MEMBERS PRESENT: Town Representative Joe Bechtold, City Representative Bob Loso, Fire
Chief Dave Thei sen, City Clerk/Administrator Rachel Stapleton, John Meyer, Be rn i e
Schloemer, Mark Winter, Dick Taufen, Steve Johnson.
The purpose of the meeting was to review proposals received from six architectural
firms for services for a new fire hall. Requests for Proposals were sent to the seven
St. Cloud firms.
After review of the Cole Group proposal, Dick Taufen moved to place the Cole Group on
the list to interview. The motion was seconded by Steve Johnson. Upon call of the
vote the motion passed unanimously.
Bernie Schloemer made a motion to i ntervi ew Hagemei ster & Mack Architects, Inc. ;
seconded by John Meyer. Upon call of the vote the motion passed unanimously.
Loso made a motion to interview Rieke Carroll Muller Associates, Inc. ; seconded by
Bechtold. Upon call of the vote it passed with one dissention.
Proposa 1 s were also received from Remely & Associates Architects, Inc. , Wem 1 i nger
- Architecture, and Grooters Leapoldt Tideman Architects and reviewed by the group.
- The next meeting was set for June 6, 1995 to interview those firms chosen for an
interview. The time schedule placement for each firm was selected by lot as follows:
8:00 p.m. Hagemeister & Mach Architects, Inc.
9:00 p.m. Cole Group Architects
10:00 p.m. Rieke Carroll Muller Assoc.
Each interview will be limited to 45 minutes.
The group discussed the proposed schedule for the fire hall. Installation of water and
sewer will either be prior to construction or these utilities will be included in the
construction plans. The bid and construction schedule will have to be established and
approved. December 1 through February 15 is the best period of time for bidding.
Financing mechanisms were discussed. It was generally felt that mechanisms other than
lease purchase agreements would be more cost effective.
The Joint Board of the City and Township will need to set a budget for the cost of the
fire hall project, prior to interviewing the architects.
