Pursuant to due call and notice thereof, the Fire Advisory Board of the
City and Township of St. Joseph met in regular session on Wednesday,
August 2, 1995 at 8:00 p.m. in the City Hall.
MEMBERS PRESENT: Town Representative Joe Bechtold, City Representative
Bob Loso, Fire Chief Dave Theisen, City Clerk/Administrator Rachel
Stapleton.
OTHERS PRESENT: Judy Weyrens, Renee Salzer, Alfred Siefert, Richard
Schleper, Carl Stich.
MINUTES: The minutes of the May 3, May 16, June 6, June 7, and June 22,
1995 meetings were approved as presented with a motion by Loso; seconded
by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
QUARTERLY FINANCIAL REPORT: Judy Weyrens, Deputy Clerk, presented the
second quarter financial report of 1995. Loso moved to accept the April
1 through June 30, 1995 report as presented; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
Chief Theisen commended Weyrens for the excellent job she did in
compiling a grant application to the International Lions Club for
assistance in funding a tanker truck.
FIRE CHIEF'S REPORT
HELMETS: Thirty new helmets were received at a cost of $90 each.
TURNOUT COATS: The turnout coats have been received. One pair of boots
needs to be replaced. Loso made a motion to approve the cost,
approximately $100, for one pair of replacement boots; seconded by
Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
PUMPER NO.1: The exhaust pipe on old Pumper No.1 needs to be repaired
prior to releasing it to the City Lancaster. Loso made a motion to
approve the cost of repairing the exhaust pipe as recommended; seconded
by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
FIRE CHIEFS' CONVENTION: Loso made a motion to approve the expenses for
Chief Theisen to attend the State Fire Chiefs' Convention in Duluth in
September; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.

NEW PUMPER TRUCK: The new pumper will be arriving soon. Chief Theisen
requested the Clerk/Administrator to check on the insurance status for
it.
1996 BUDGET: Chief Theisen presented a proposed budget for 1996. After
short discussion Bechtold made a motion to approve the proposed 1996
budget of $181,062, which includes $20,000 as a capital outlay item
under 42280 Fire Station and Building to cover architects fees and
associated costs. Loso seconded the motion.

Nayes: None. Motion carried.
ST. WENDEL FIRE CONTRACT: St. Wendel Town Board requested to change
Road #107 to Quail Road, and requested if the St. Joseph Township
contract could be attached as referenced. Board agreed to the minor
changes. Bechtold made a motion to approve the contract as revised and
to submit it to the City and Town Boards for approval; seconded by Loso.
Ayes: Bechtold, Loso, Theisen.
Nayes: None. Motion carried.
ARCHITECTURAL CONTRACT: Brian Kalla of Hagemeister and Mack Architects,
Inc. appeared before the Board to discuss an addendum to the contract.
He discussed the addendum requirement that if construction is not
started within a year of the date of the contract, and the project is
recommenced, the architectural fee shall not exceed the original
remaining balance of the contract plus one half of one percent per month
of the remaining balance of the original agreed on fee, for each month
from the one year anniversary of the date of the contract. He requested
in addition to this addendum that start up time of 20 - 30 hours, to
reopen the project shall be allowed and billed based upon the hourly
rates as outlined in the addendum. The Board generally agreed this
allowance.
PAGERS: Board discussed imposing requirements on Firefighters for lost
pagers. After discussion Bechtold made a motion to require any
firefighter that loses a pager to pay $50 of the replacement costs;
seconded by Loso.

Nayes: None. Motion carried.
ST. BENEDICTS: Board requested the Administrator set up a meeting with
St. Ben's officials to discuss fire protection with them.
APPLICATION FORMS FOR NEW MEMBERS: Chief Theisen presented application
forms and information compiled by a Fire Department committee for new
firefighters from forms and procedures in place at Waite Park and Cold
Spring. This information was reviewed and discussed along with veterans
preference requirements. Administrator will check if veterans
preference applies to firefighters. The Board discussed honoring
- applications already on file. Procedure will be for the investigative
_ committee to review the applications, give all the tests and bring a

report to the Fire Board. The Fire Board will review the information
and make a recommendation to the City Council. Bechtold made a motion
to proceed with the process as discussed to procure replacement
firefighters. The motion was seconded by Loso.

Loso made a motion to adjourn at 10:07 p.m.; seconded by Bechtold.
