HomeMy WebLinkAbout08-07-96 . 1996 - 8 Pursuant to due call and notice thereof, the Fire Advisory Board of the City and Township of St. Joseph met in regular session on Wednesday, August 7, 1996 at 8:00 p.m. in the City Hall. MEMBERS PRESENT: St. Joseph Township Representative Joe Bechtold, City Representative Bob Loso, Fire Chief Dave Theisen, St. Wendel Township Representative Richard Schleper, City Clerk/Administrator Rachel Stapleton. OTHERS PRESENT: Judy Weyrens, Richard Schleper, Ken Twit. MINUTES: The minutes of the May 1, 1996 meeting were approved as presented with a motion by Loso; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. FIRE CHIEF'S REPORT AND OLD BUSINESS ST. JOSEPH TOWNSHIP FIRE CONTRACT: The Fire and Rescue contract between St. Joseph Township and the City of St. Joseph has been approved executed by both entities. . ST. WENDEL TOWNSHIP REPRESENTATIVE: Chief Theisen welcomed Richard Schleper as St. Wendel Township's Non-voting Representative to the Board. SAUR RAPIDS FIRE CONVENTION REPORT: Chief Theisen reported on the Fire Fighters Convention and stated it was a good convention. Some things that were discussed at the convention were: 1) St. Joseph Fire Department, along with neighboring communities are cooperating in renting a "Safe" house in September for training children in evacuation of a house on fire. Each community will get the house for one day. The house may be demonstrated at a shopping center for one day, also. 2) The State of Minnesota has made one by-law change for the Relief Associations. Non-firefighters may now be hired for training and education, and belong to the Relief Association. TANKER GRANT APPLICATION: The Lions have turned down the tanker grant for now. Our Local Lions Organization may resubmit it in the future. ST. BENEDICTS PAYMENTS: St. Ben's paid $5,000 at the end of June and will make their second payment at the end of December. FINANCIAL - QUARTERLY FINANCIAL REPORT: Judy Weyrens, Deputy Clerk, presented the 1996 Second Quarter financial report. Weyrens stated the $5,000 from . 1996 - 9 St. Ben's was allocated to the Equipment Reserve Fund along with other donations. The Board discussed the proposed 1997 budget and financing mechanisms for the fire hall. Loso recommended using surplus revenue in the fund balance to partially finance the fire hall. After further discussion on the proposed budget and financing the fire hall the Board requested Monte Eastvold, the bonding consultant, is requested to prepare proposed schedules and the impact of various methods of financing. Bechtold made a motion to accept the April 1 through June 30, 1996 financial report as presented; seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. FIRE RELIEF ASSOCIATION: Ken Twit appeared before the Board to present the past year's Relief Association audit and the Relief Association's need for 1997 through the City Contribution (from the Joint Operating Fire Fund), along with the impact forthcoming retirements will have on the fund. He informed the Board if there is no increase in the yearly pension level there would be no required Fire Fund contribution. After further discussion Loso made a motion to increase the yearly pension level by $100, to $1,050, and effect a City (Fire Fund) contribution of approximately $4,823; seconded by Bechtold. . Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. NEW BUSINESS FIRE CHIEFS' CONVENTION: Bechtold made a motion to approve the attendance of the Chief and Assistant Chief at the Chiefs' Convention at St. Cloud in October; seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. BY-LAW CHANGES AND NEW HIRING PRACTICES: Chief Theisen presented the newly adopted By-Law booklets and discussed the hiring process for filling the current open positions and future openings. Loso made a motion to approve the process of seeking applicants to fill current and future vacancies as they occur, and retain the prioritized list of the top ranking applicants to review for filling future openings. The list will be retained for one year and updated thereafter. The openings will be advertised in the St. Joseph Newsleader. The motion was seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. GRASS RIG REPLACEMENT: Theisen stated that since a new tanker is now not realistic, consideration may be given to the need for a new grass - rig. The current one, a 1977 model, requires a lot of maintenance. He would like to get a 3/4 or one ton pickup, estimated cost $20,000. Additional equipment would be a new skid unit for the back, estimated at · 1996 - 10 $6,000, a light bar and miscellaneous other equipment. Bechtold made a motion to start the procedure (check state bids and pricing) to consider a new grass rig. The motion was seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. STEARNS ELECTRIC GRANT: The Fire Department received a $500 grant from Stearns Electric Association Project Roundoff. EQUIPMENT NEEDS: Loso made a motion to approve the request to purchase a large diameter hose and six pair of gloves, approximate cost $2,200, funding - $500 from Stearns Electric Grant, $300 from a recent mobile home fire, $1,400 from Fire Department budget. The motion was seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. SIGN FOR FUTURE FIRE HALL SITE: Theisen stated a sign could be installed on the future site for the Fire Hall for approximately $200. After short discussion Bechtold made a motion to table the matter until the November meeting; seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. .- ST. WENDEL TOWNSHIP FIRE SERVICE BOUNDARY: Stearns County will be -- supplying the Fire Department an update on the residents within our fire service area. Recently there was clarification from St. Wendel Township that all driveways including those roadways leading to cul-de-sacs are served by St. Stephen Fire Department. BUILDING DISPOSAL BY FIRE DRILLS: Loso questioned if the Fire Department could use a vacant house at the edge of the City, owned by Krebsbach's, located in the Township, for a fire drill. Chief Theisen indicated the property owner is not willing to be responsible for the costs. Loso made a motion to adjourn at 10:40 p.m.; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen.
