HomeMy WebLinkAbout10-07-96 - . 1996 - 5 The Fire Advisory Board of the city and Township of St. Joseph met in special session on Monday, October 7 , 1996 at 8:00 p.m. in the Fire Hall. MEMBERS PRESENT: St. Joseph Township Representative Joe Bechtold, City Representative Bob Loso, Fire Chief Dave Theisen, City Clerk/Administrator Rachel Stapleton. St. Wendel Township Representative Richard Schleper. OTHERS PRESENT: Ken Twit. The purpose of the meeting was to consider the minutes of the August 7 meeting, to consider hiring firefighters, increase the Fire Relief Annual level, receive cost estimates for a grass rig and request approval to purchase, and to discuss St. Wendel's contribution to the new Fire Station. MINUTES: The minutes of the August 7 , 1996 meeting were approved as presented with a motion by Loso; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. FIRE CHIEF'S REPORT . HIRE FIREFIGHTERS: Chief Theisen presented applications from Mark Gross, Justen Honer, and Jeffrey Taufen and requested approval of them. Loso made a motion to recommend to the City Council hiring of the recommended applicants as firefighters; seconded by Bechtold. Discussion - It was noted that none of these individuals will be regularly available during the day. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. GRASS RIG: Theisen presented the following two quotes for a one ton pickup truck for a new grass rig: Ford $21,045 and Chevy $21,900. He also presented needed equipment with a total cost of $33,705. He recommended trading in the existing truck with a value of $4,000 to $5,000. After short discussion of the need for service of the vehicle Loso made a motion to approve the quote of Kiess Chevrolet for a one ton chevy pickup because there exists a need for quick response for service on fire equipment, at a cost of $21,900 along with equipment as proposed; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nayes: None. Motion carried. Chief Theisen informed the Board the Firefighters have raised $4,211 through a recent fund raiser, \V'ith $12,125 in the equipment fund from fund raisers. - Chief Theisen also stated the copy machine needs replacing. A used one - was found that he felt would be adequate for the Fire Department needs. Bechtold made a motion to approve the purchase of a used copy machine . ......... 1996 - 6 - for $500; seconded by 10so. Ayes: Bechtold, 10so, Theisen. Nayes: None. Motion carried. ST WENDEL'S CONTRIBUTION: The Board discussed the method St. Wendel would be contributing to the cost of the use of the fire station. There was discussion and clarification of some of the legal obligations of a fire district. It was discussed that St. Wendel Township is paying for services only, not ownership. After further review of costs it was felt that St. Wendel's costs for fire protection the past years have been too low, by not taking into account rental costs for the fire station. FIRE RELIEF ASSOCIATION: Ken Twit presented to the Fire Board a proposal to increase the yearly pension level to $1,150, making the Fire Fund contribution $6,559. After short discussion 10so made a motion to amend the motion of August 7 to raise the yearly pension level to $1,100 for a Fire Fund contribution of $2,813; seconded by Bechtold. Ayes: Bechtold, 10so, Theisen. Nayes: None. Motion carried. Bechtold made a motion to adjourn at 10:00 p.m.; seconded by 10so. Ayes: Bechtold, 10so, Theisen. Nayes: None. Motion carried. .
