Q.,. )I :MEMBERS PRESENT: St. Joseph Township Representative Joe Bechtold, City Representative Bob Loso, Fire Chief Dave Theisen, City Clerk/Administrator Rachel Stapleton. st. Wendel Township Representative Richard Schleper. OTHERS PRESENT: Deputy Clerk Judy Weyrens. Chief Dave Theisen called the meeting to order at 8:00 p.m. with all members present. MINUTES: Bechtold made a motion to approve the minutes of the February 5, 1997 meeting as presented; seconded by Loso. Discussion - Chief Theisen indicated two firefighters were approved to go to State Fire School. Three people actually att.ended it. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. . OLD BUSINESS RADIO USE: Chief Theisen discussed a request to allow radio equipment for use by Firefighters in vehicles other than Fire Department vehicles. After short discussion Loso made a motion to have the City Attorney prepare a draft policy to allow two way communication in Fire Department or City owned vehicles only, for consideration by Council; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nays: None. IvIotion carried. BOARD :MEMBER REJ:vroNERATION: The Board discussed the different amounts the jurisdictions pay for meeting attendance as well as related policies. The Board generally agreed all merooers would receive pa~nent for meeting attendance through their own jurisdictions. The Fire Chief will submit his meeting attendance at $20 per meeting along with his salary for semi- annual payment through the Fire Fund. GRASS RIG TRUCK: Chief Theisen report Grass Rig is currently having the equipment installed on '+- It is expected to be l..... . ready for service by May 13th. NEW BUSINESS - CHIEF THEISEN REPORTED - 1) NEW BATTERIES Fon RESCUE VAN: New batteries were needed for the Rescue Van. . 1997 -5 2) DONATIONS TO THE TANKER FUND: The following donations have been received for the Tanker Fund: St. Joseph Mutual Insurance - $.500; First State Bank - $500, with a pledge for another $500; and St. Joseph Firefighters - about $2,500 fron>. their Cadillac dinner event. 3) FIRST RESPONDER VACANCY: The Board discussed filling a vacant position for a first responder. The Board requested to wait until September to consider filling the posii::.ion at which time the established hiring procedures would be carried out. 4) FIRE EQUIPMENT NEEDED: Capital Outlay items needed are: 1) two turbo head nozzles at $480 each, for the ladder truck (and put the existing ones on the tanker truck); 2) a Y at 3220.50 -+ ou..v- -~ \ ~SQew aiuminum air tanks (buy 4 get ~ free) at $1,900 per ..)} unit or $7,600 total. 5) PEDIATRIC BOARD: The St. Joseph Lions and St. Joseph Legion Clubs each donated $225 toward the purchase of a $450 pediatric board. . 6) ADVERTISE OLD GRASS RIG FOR SALE: Loso made a motion to advertise the old Grass Rig for sale in The Newsleader, The League of Minnesota Cities Magazine, and The St. Cloud Times. Sealed bids will be received until 2:00 p.m. June 3 and opened at that time. The motion was seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. The Township will authorize the city to award the bid. 7) FIRE STATION: Spancrete has been placed and the floor was poured this morning. The exterior block has been changed to a different block, and the locking system had a minimal change. 8) OTHER MATTERS: a) The number of calls are up considerably this year. b) One of our Firefighters (Steve Schirber) was honored as Firefighter of the year. c) Theisen questioned if the Board wanted to consider storing the "safe house" in an empty stall of the new Fire Station. This matter will be further reviewed. d) Loso requested the Fire Department water the new soccer fields for a training program or such. - - QUARTERLY FINANCIAL REPORT: Deputy Clerk ,Judy Weyrens presented the 1997 First Quarter Financial Report. She stated the $5,000 from St. Benedict's was received. This is one half of the annual payment. Loso made a motion to accept the report and . 1997-þ place the donation from St. Ben's into the Equipment Fund. The motion was seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. Bechtold made a motion to allow the purchase of the capital outlay items (air packs, y, and nozzles) as requested; seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. Bechtold made a motion to adjourn at 9: 45 p.m.; seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried.
