-The Fire Advisory Board of the City and Township of st. Joseph
met in regular session on Wednesday, August 6, 1997 at 8:00
p.m. in the St. Joseph City Hall.
MEMBERS PRESENT: st. Joseph Township Representative Joe
Bechtold, City Representative Bob Loso, Fire Chief Dave
Theisen, City Clerk/Administrator Rachel Stapleton. St. ítJende I
Township Representative Richard Schleper. "
OTHERS PRESENT: Deputy Clerk Judy Weyrens.
Chief Dave Theisen called the meeting to order at 8:00 p.m.
with all members present.
MINUTES: Bechtold made a motion to approve the minutes of the
Ma y 7, 1997 meeting as corrected; seconded by Loso.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
QUARTERLY,FINANCIAL REPORT: Deputy_Clerk Judy Weyrens presented
the 1997 Second Quarter Financial Report. Loso made a motion
to transfer the amount received ($5,007.21) for the old grass
. rig as surplus property, to the Equipment Reserve Fund:
seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
Weyrens also discussed the Lions Clubs International Foundation
responded concerning the grant application for a tanker truck.
They are requesting further information and clarification of
the matching funding by using a balance sheet, as well as
confirmation that the truck has not yet been purchased.
Loso expressed concern about the number of new trucks acquired
within a short time frame. In the future the Fire Department
may again face the need for all new trucks within a short time
frame.
Bechtold concurred with Loso but stated this truck will provide
needed fire protection for the Townships.
Bechtold made a motion to accept the second quarter financial
report; seconded by Loso.
Ayes: Bechtold, Loso, Theisen.

. 'OLD BUSINESS
GRASS RIG TRUCK: Chief Theisen gave a report on the final
figures of the new Grass Rig Truck. He reported the gross cost
of new truck with the equipment installed is $35,114.43. The

sale of the old truck ($5007.21) and the DNR grant ($1,200)
made a effective net cost of $28,907.22.
Loso asked for consideration of future equipment purchases with
less chrome and ndressu. Theisen stated the Department takes
pride in their equipment and the appearance of it. LOBO felt
economical equipment should be purchased to be functional, not
as show pieces. Bechtold and Theisen indicated the upgraded
wheels on the last truck had little impact on the cost of the
truck.
STATE FIRE CONVENTION: Four Firefighters attended the State
Fire Convention in Brainerd. Many current issues were discussed
including statistics, HazMàt teams, and Firefighters payroll
requirements.
ST. BENEDICTS PAYMENT: Chief Theisen reported St. Ben's made
their ~ year payment of $5,000 for fire protection.
RADIOS IN PRIVATE VEHICLES: Stapleton presented an opinion
from the City Attorney concerning state law restricting
emergency radios in motor vehicles.
. NEW BUSINESS
FIRE CHIEFS CONVENTION: Loso made a motion to approve Fire
Chief Theisen's attendance at the Chiefs convent.ion in
Rochester; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
NEW FIRE STATION: Chief Theisen reported on two change orders;
one to allow additional electrical outlets on the exterior of
the building; and one to increase the size of the ventilation
equipment in the laundry room as it was determined more air
movement would be necessary.
Loso questioned if the pods were included as equipment
necessary for an emergency command center. After short
discussion Theisen indicted the telephone lines are being
installed for 911 and Emergency Command Center.
1998 JOINT OPERATING FIRE BUDGET: The Board discussed the
proposed 1998 Budget. After short discussion the Board set a
special meeting for August 14, 1997 at 8:00 p.m. to consider
the budget.
. The Board further discussed methods of payment for the Fire
Station debt. Aft.era short discussion of rent costs and debt
service costs, Bechtold made a motion to include the Fire
Station debt service in the Fire Fund and assess the costs back

to the jurisdictions according to their valuation percentage as
the regular budget is assessed. The motion was seconded by
Loso.
After further consideration of the Tanker Truck grant Loso made
a motion to approve the balance 6f the funds needed to finance
the tanker truck to be supported through the Equipment Reserve
funds and to send a letter to the Lions Club International
stating such; seconded by Bechtold.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
Bechtold made a motion to adjourn at 10:40 p.m.; seconded by
Theisen.
Ayes: Bechtold, Loso, Theisen.
Nays: None. Motion carried.
