HomeMy WebLinkAbout11-05-97 10 . 1997- 11 The Fire Advisory Board of the City and Township of St. Joseph met in regular session on Wednesday, November5, 1997 at 8:00 p.m. in the St. Joseph Fire Hall. MEMBERS PRESENT: St. Joseph Township Representative Joe Bechtold, City Representative Bob Loso, Fire Chief Dave Theisen, Citý Clerk/Administrator Rachel Stapleton. St. Wendel Township Representative Richard Schleper. OTHERS PRESENT: Deputy Clerk Judy Weyrens and Ken Twit. Chief Dave Theisen called the meeting to order at 8:00 p.m. with all members present. MINUTES: Loso made a motion to approve the minutes of the August 6, 1997 and August 14, 1997 meetings as presented; seconded by Bechtold. Ayes: Bechtold. Loso, Theisen. Nays: None. Motion carried. QUARTERLY FINANCIAL REPORT: Deputy Clerk Judy Weyrens presented the 1997 Third Quarter Financial Report and reported St. Ben's has made their semi-annual payment of $5,000. Loso made a motion to transfer $25,000 ($20,000 of the 1996 budget and St.Ben's payment of$5,000)from the operating revenue to the Equipment Reserve Fund; seconded by Bechtold. . Ayes: Bechtold. Loso, Theisen. . Nays: None. Motion carried. Weyrens also discussed the building fund budget. Loso made a motion to establish a Building Fund for future building needs with the 1996 budget of $20,000; seconded by Bechtold. Ayes: Bechtold. Loso, Theisen. Nays: None. Motion carried. Loso made a motion to accept the third quarter financial report; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. OLD BUSINESS TANKER GRANT REPORT: We have not received a response yet on a grant submitted to the Lion's International for a tanker. FIRE CHIEFS CONFERENCE: The Fire Chiefs Conference was held in Rochester with response to the floods in Grand Forks and East Grand Forks being a topic of the conference. The motivational speakers were good; a new president from Hastings was elected; legislation may be considered by the State allowing greater latitude in Workers Compensation coverage for Firefighters and Police, for coverage of job related stress type conditions. - 1998 FIRE DEPARTMENT BUDGET: The proposed 1998 Fire Department budget is set at $202,757 - pending the public hearing. 1997- 12 _. NEW BUSINESS STANDARD OPERATING PROCEDURES (SOPS): Chief Theisen presented Suggested Safety Operating Guidelines for the Fire and Rescue Department. After short discussion Loso made a motion to submit the SOPs to the City Attorney and Loss Control Consultant to review and make recommendations. for the Board to consider at the next meeting; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. DONATIONS: 1) Joe Bechtold won the Walmart Community Service Award. With the award is a donation of$l,OOO to be given to a community service beneficiary of Bechtold's choice. Bechtold.asked if the Fire Department would like to start a fund to purchase iris helmets (for vision in the dark). After short discussion Chief Theisen stated he would bring the matter to the Fire Fighters for consideration. 2) The First State Bank of St. Joseph donated $500 to the tanker fund. TM"KER TRUCK REPLACE:MENT: Theisen discussed the time table for getting a tanker truck replacement if the Lions grant is denied. After discussion öf the age of the various trucks and equipment needs the matter was tabled to the February 1998 meeting (anticipating a response on the grant by that time), with a motion by Loso; seconded by Bechtold. Discussion - If notice is received that the grant was approved the Fire Chief may set up a committee to began preparing specifications for the truck. --- Ayes: Bechtold, Loso, Theisen. - Nays: None. Motion carried. RESCUE SLED: The Sno-Joes are considering acquiring a rescue sled and are requesting to store it in the Fire Station. The general consensus of the Board was to look into the matter and allow such storage until it creates a problem. SMALL TOOLS FOR NEW STATION: Chief Theisen stated there is a contingency fund of about $41,000 for the Fire Station project. To date change orders have totaled $19,401. After short discussion, Bechtold made a motion to allow the purchase of small tools as requested with a cap of $3,500; seconded by Bechtold. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. USE OF FIRE STATION: Chief Theisen discussed cleaning needs of the Fire Station and use of the training area. The Board generally agreed to allow the training room to be scheduled for use only by members of the Fire Service Area (the City and TOVomship of St. Joseph and that portion of St. Wendel Towriship served by the St. Joseph Fire Department). There would be no fee and no damage deposit required, but an agreement will be prepared for signature defining responsibility. SAFE HOUSE: The Mutual Aid area is considering acquiring an airstream camper used for the Grand Forks flood. This camper would be converted into a "safe house" to be used for training and demonstrations. The Board wöuld consider allowing the conversion to a safe house to be done in the . Fire Station but not storage. CELL PHONE REPLACEMENT: Bechtold made a motion to approve the purchase of a replacement cell phone for the Department (about $100) as requested; seconded by Loso. Ayes: Bechtold, Loso, Theisen. · 1997- 13 Nays: None. Motion carried. FIRE RELIEF REPORT: Ken Twit, Treasurer of the Relief Association, presented the Report of Financial Condition to end of 1997 and Requirements for 1998 for the St. Joseph Firefighters Relief l~ssociation. After short discussion Bechtold made a motion to increase the pension level to $1,200 per year of active service with a requirement from the Fire Fund of 41,985; seconded by Loso. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried. OTHER MATTERS: The Fire Department moved into the new station on November 5, 1997. There are some items that need to be completed prior to closing out the construction contract. Bechtold questioned if there is an agreement between the City and Township for the old fIre hall. Stapleton v;rill research the records. Bechtold made a motion to adjourn at 10:05 p.m.; seconded by Theisen. Ayes: Bechtold, Loso, Theisen. Nays: None. Motion carried.
