APPRüVE AGENDA: Hazen made a mot.ion to approve the agenda as revised; seconded by Loso. Ayes: Dehler, Sadlo, Hazen, Loso. Nayes: None. Motion carried. MINUTES: Loso made a motion to approve the minutes of the January 16 and 28 meetings as presented; seconded by Sa.d 10. Ayes: Dehler, Sadlo, Hazen, Loso. Nayes: None. Motion carried. BILLS PAYABLE: Hazen made a motion to approve the bills payable as presented; seconded by Rieke. Ayes: Deh I er, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. TREASURERS REPORT: Loso made a motion to approve the December treasurers report; seconded by Sadlo. Ayes: Deh I er, Sadlo, Hazen, Loso. Nayes: None. Motion carried. MAYOR REPORTS: 1) The Mayor has discussed t.he annexation proposal of St. Ben's with S. Moira and with Mike Ryan. They do not have a problem with it. The City has been attempt.ing to have the balance of the Co I lege Campus annexed for many years because of the jurisdictional problems and to have less confusion at elections. The property is al I tax exempt property. The status of the approval of designating the location of the proposed arterial roadway was discussed, and the effect of this issue with the Township. Rieke arrived at 7:09 p. m. MEMBERS OF THE COUNCIL REPORT - SADLO: 1) Dick Taufen recommended to that the City go with Vasco Refuse Service's offer of recycling used oil filters. Loso made a motion to approve a six month trial period with Vasco Refuse Service's oil filter recycling program for the City government and residents, at a cost of about $75 per barrel; seconded by Rieke. Discussion - Businesses which se I I oil filters at retail, provide for disposal of t.he used ones. After discussion of meter eost.s <3.nd lost revenue, Sadlo made a motion to p!Jf'chase four' meters to replace those at the trailer pa.rk; seconded by H<3.zen. Ayes: Dehler, Sadlo, Rieke, Hazen, Loso. Nayes: None. Motion carried. 3) The new sprinkler system at the Baseba I I park would require an 1 1/2 inch meter, t. ha. t would handle 60 g<3.1 Ions/minute at 65 PSI. Rieke made a motion to purchase and install a meter for metering the sprinkling system of the baseba I I park, of the needed specifications, which would be removable for the I'lÌnter. The motion was seconded by Hazen. Ayes: Dehler, S<3.d 10, Rieke, H<3.zen, Loso. Nayes: None. Motion carried. 4) Dick Taufen recommended that the Ci ty establish standards for stop signs, and to purcha.s8 12 new stop signs. He also recommended that the parking signs on College Avenue and Minnesota Street eit.her be removed or replaced. Sadlo made a motion to establish standards for stop signs are 30 ^ 30, high density (reflect.ive), a.nd to purch<3se 12 new stop signs, for replacements and in new developments. The motion wa.s seconded by Loso. Ayes: Deh I er, SadIo, Rieke, Hazen, Loso, Nayes: None. Motion ca.rried. Hazen m<3.d e a motion t.o remove the old parking signs on College Avenue and Minnesota Street and replace them wit.h new signs and enforce t.he ordin<3.nce. The motion was seconded by Loso. They felt that customer parking was not needed, for this type of business. Stueve's, BUILDING CODE ENFORCEMENT: Ron Euteneuer, Building Official, request.ed that the Counc i I consider the changes in the State Building requirements and provide for inspect.ion of mechanical and plumbing fa.eilities. He also requested that the Counc i I review and update the building permit fee schedule, as it is over twenty years old. OPEN TO THE PUBLIC: Dan Nierengarten questioned the increasing amount of mat.erial being st.ored by the auto repair shop, in the old quonset bui lding. Sadlo made a motion to designate the County official responsible for wet.lands t.o also be designated the City of St. Joseph wet.land and permit official; seconded by Loso. SALARY AND WAGE COMf'1 I TTEE REPORT: Hazen and Loso ï·epoï·ted t.hþ.ir ï'ecommenda t ions for salary, wage, and benefit increases for 1992. AI I proposed increases were based on the cost. of living increase of 3.1% The committee proposed two options; 1) a 2% lump sum p<3.ymen t of equal amount to ea.eh employee, $55;3.45. 2) to promote employee health, dent.al insurance for an i ncrea.se in benefits, to be pa.id at the sa.me ra.te as the medical i nsura.nce, a.long with a. .07% lump sum payment. , figured the same as option 1, \I/Ì th a decrease for dependent eover<3.ge. The Council was in gener<3. I agreement to raise each employee who has a step to go, on the old system, to be r<3,ised that step.
