COUNCIL REPORTS - SADLO: 1) The City Engineer, Street Commissioner, and Supt. of Pub lie Works met and set up schedule for sea.l eoat.ing. Loso asked on the status of the benzene found in we I I #1- The filt.er is removing it adequat.ely, and PCA is I monit.oring the sit.uation. 4) We must. begin testing t.he levels of 58 additional contaminants in drinking wat.er, a.s ma.nda. ted by the Federal Government. I ANNEXATION - DBL LABS: Jerry Hirschfeld, representing DBL L<3 b s , requested annexation by petition to the City of St, Joseph, in order to receive municipal sewer and \.¡ater, B i I I Fahrney, of Economic Development. Partnership, presented maps and visual aids, Page 2029 Februa.ry 20, 1992 to assist. in the discussion. Jerry indicated t.hat they need sewer in order to continue their operation, and with the current plans for expansion. Sadlo stated that there are many areas of impact which wi I I need to be looked at, prior to ma.k i ng <3. decision. The amount of space required in our \'la.st.ewat.er line along wit.h the a.mount in the St. Cloud plant. Jerry stated he could provide data on water and sewer needs of their operations. Mayor st.ê1.ted that the city current.ly can not provide an i ndust.r ia, I area, but if this area is annexed it could be a win-win situation. ANNEXATION - EAST END: The Counc i I received petitions from Rodney a.nd Ja.net. Ophoven, Arnold and Anna Ma.y La,uer, Nick Froele, Terrence and Kimberly Spainier, and Kevin J. a.nd J ea.nne M. Schirmers request.ing <3.nnexa,t.ion of their properties bec<3.use they are in need of municipal sewer service. They \'101.1 I d like t.he sewer to service their properties from the rear. Mayor Dehler reconvened the meeting a.t 8:50 p.m. OLD BUSINESS: BUILDING CODE ENFORCEMENT: John Scherer, City Attorney, discussed his review of the building inspector's requests for changes in t.he building permit fee schedule and mechanica,l and plumbing inspeet.ions. He stat.ed that. he could find no specific statutory requirement for these inspections. He felt. t.hat the additional inspect.ion fees might be a det.errent. t.o growth a.nd construction, and did not feel this i ncrea.se is necessa.ry a.t this time. Motion ca.rried. ¡'JAGE AND BENEFITS: DISCUSSION Motion was made by Hazen to increase salary a.nd wages 3% to be added on to the salary, based on individual sa.laries. Loso made a motion to amend the motion to consider July's cha.nge in the cost of medical premium benefits to be included as a factor in next years negotiation package; seconded by Hazen.
