Mayor Reports: 1) The second meeting in April f<3.1Is on Holy Thursday,
and since t.heir are five (5 ) Thursdays in Apr ii, Dehler asked the
Council for their opinion on moving the Apri I 16, 1992 meeting t.o April
23, 1992. Ha.zen made a motion t.o change t.he Apri I 16 meeting to April
23, 1992. The mot.ion was seconded by Loso.

2) The Government. Tra.ining Service is conducting a seminar entitled

1992. Loso made a mot.ion t.o approve the at.tendance of the Mayor at the
a.bove mentioned seminar. The mot.ion wa.s seconded by Hazen.

At this time the t1a.yo r introduced .Judy Meyer of the Women of Toda.y. In
a.n effort to promote Civic Awa,reness, the Women of Today are serving
Coffee and Cookies to those present <3t. this meeting. Mayor Dehler
commended t.he Women of Toda.y for their active role in the Community of
St. Joseph.

Rieke: Dennis Stueve stated that the Chamber of Commerce has been

l'SP I aced due to new water lines to service the nelo/ tower. Depending 01\

to work on the beautification of 11 inn e sot a Street. The Counc i I was in

to the Cit.y Engineer, so that t.he be<3.utification pla.n e3.n be

POLICE CHIEF REPORTS
1989 Chevv: Chief Lindgren discussed with the Counc i I the equipment on
the '89 Chevy and whether or not they would consider sel ling t.he
equipment wit.h the car, provided the car is sold to another
municip<3.1 ity to be used as a p3trol C·3. r ~ Lindgren received est.ima.tes
to replace the equipment., totaling $1,900. After discussion, Loso made
a motion to place the 1989 Chevy squad on t.he City Surplus Auet.ion,
( Ma,y ? 1892), If the e<3 r is purch3sed by a. municipality, they wi I I

have the option of purchasing the car equipped by adding $1,900 to the
bid price. ¡ f the car is sold to a private person, the equipment I,r ill
be pl<3eed in the new squad. The motion W<3.S second.ed by Ha,zen,

Crime Prevention: The Minnesota Crime Prevention Officers Association
wi I I be conducting a seminar on Crimes against Seniors. Chief Lindgren
is request.ing approval for one officer to attend the seminar, The
seminar wi I I be held in Fridley on April q 1992. The officer that

attends wi I I conduct training to the local senior cit.izens. Rieke made
a motion t.o approve the pa.r tic i pa t. ion of one Officer to attend the
Seminar on Crimes against Seniors. The motion was seconded by Hazen.

would like to h<3ve input from t.he Cit.y Attorney. Howeve r, in response
to Councilor Loso, Rieke fe It that it is not unre.3.sona.b I e t.o re-
evaluat.e an employee after a. yea.r. The Mayor instructed the City
Clerk's Office to contact the City Attorney t.o discuss the proper

Ro I I er Blading: At t.he March CORE meeting, they discussed
rollerblading, and t.he hazards associated with skating. r t was their
reeommendat.ion to ena.et a.n Ord i na.nce t.o prohibit rollerblading on
Minnesota Street, Col lege Avenue and Second Ave NW. Chief Lindgren
stated t. ha, t. the Ordinance could pertain t.o a.ny a.etivity t. h a. t impedes
t.he movement of vehic:ular traffic:. The Counc i I instructed the Po lice
Chief to discuss the mat.ter with the City Att.orney a.nd make a.
recommendation to t.he Coune i I .
Po lice Dep<3,r tmen t Training: To bring al I the Officers into comp I i <3.nee
\'1 i t. h requirements for first aid tr<3,ining, Chief Lindgren is requesting
<3.uthorizat.ion to set. up on-site training for first. a. i d to re-cert.ify
a.1 I t.he officers, at a Ci:JSt of approx. $65.00 per officer. Ma.yor
Dehler indicated t.hat. the Fire Depart.ment is training with the St.
Benediets Security Officers, and he should ta. I k to Dic:k Taufen, Fire
Chief, about training wit.h the Fire Department.

and work on t.he current Po lice Manua.l.
Service on Pa.t.rol Ca.r s : Selma Counc i I members ha.ve received c:ompla,ints
that. the po lice depa.rtment is not. rotating the service work on the
patrol car wit.h t.he local businesses. Chief Lindgren stated t ha. t. t.here
has been very' ! it tIe \.¡ork done on the pa.t.rol cëil.r s, and he wi I I rot.a.te
the repairs when possible.
St. .Joseph Lions Gambling: Duane Sorenson, President of t.he St. Joseph
Lions Club, presented two (2 ) applications to conduct la.wful gambling.

Boys ~ Girls Club =- Summer Reerea,t.ion: Gwen Breer, Boys & Girls Club
supervisor - Kennedy Site, int.rodueed herself and the management team
from the Kennedy Site, (Brett Johnson, Geri Herges). They have put
t.oget.her a summer recreat.ion progr<3.m simi la.r to the years P<3·st., a.nd are
requesting a.ppr ova. I of t.he program, a.nd partieipat.ion cost.s of t.he City
of St.. Joseph. Dave Borgert., board member of t.he Boys a.nd Girls Club,
discussed t.he philosophy of the Boys a.nd Girls Club <3,nd how t.hey are
funded. After discussion, Loso ma.de a, mot.ion to approve péJ. r t. i e i pa, t ion
in the 1992 Summer Recreation Program, with the Boys and Girls Club
being the lea.d agency, a,nd with City participation of $3,860. Cost of
the program to participants will be $25.00 with each participant
receiving a T-shirt. The motion was seconded by Hazen.

Since a number of the participants in the Summer Recreat.ion Program are
from St. Wendel Township and 5t. Joseph Township, the Counc i I
recommended the Boys a.nd Girls Club appro<Jch them for TO\'lnship
participation.

funding alternat.ives for his proposed apartment. complex development.
The proposed site is adjacent to the railro.3.d tra.cks on the Northern
edge of St. .Joseph. Because of t.he economy, he has been having d.
difficult time securing financing. ì1 r . Lambert is exploring the
possibility of using ì1 u I t i F<3.mi Iy Revenue Bonds to fund the project.
As part of the process, the City must .3.pprove the Revenue Bonds. To
the best of his knowledge, the City wi I I incur no I iabi I it.y or have no
oblig<3tion to pay the bonds should the project not be a sU.ccess'l The
only involvement by the City would be a.pproving the bonds a.nd
conducting a pub I i c hearing, 1"1u I t i Fam i I y Revenue Bonds are low income
ba.sed and a. percent<3ge of the units in the proposed complex must be
reserved for low income. T\.¡en ty percent of the occupants must have
incomes below fifty percent of the median income of St.. .Joseph, or
forty percent of the oeeupa,n t s income must be below sixty percent of
the median income of St, .Joseph. For the income level, students are
not considered lo\.¡ income. The bonds are sold tax exempt and the
income is tax free, thus t.hey have <3. lower interest ra.te. The Coune i ¡
questioned \.¡hether or not the property \o.'Í I I be taxed at <3. different
r<3te. The Counc i I was in general agreement that they are willing to
consider .¡.' . type of fin<3.ncing, but would like input frQm the C..l ty

taxation cost.s. Dehler made a motion to authorize payment to the

WHEREAS, the Gity GOI.mc i I for the City of St. .Joseph has received
approval of a Sma. I I Cities Development. Grant for t.he construction of a
wa.t.er storage facilit.y; a.nd
WHEREAS. the City Coune i 1 has considered this project. for several
years; and
WHEREAS, the engineering firm of Pa1.1 I y Olson Bet.tendorf Eastwood l-:
Assoc, Ltd. now SEH have studied the fea.sibilit.y of the project and
ha.ve indepth knowledge of the needs and st.at.us of the needs of t.he Cit.y
of St. .Joseph; and
WHEREAS, plans and speeificat.ions need to be drawn for the \.¡at.er
stor<3.ge facility project.
NOW, THEREFORE BE IT RESOLVED THAT BY THE COUNCIL FOR THE CITY OF
ST. .JOSEPH, MINNESOTA:

with .Joe Bett.endorf as principal engineer, is appointed as engineer for
