Leo questioned \'lhether or not the PCA could require the City to provide service to areas such as Pleasant Acres. Joe Bettendorf stated they could no t.. St.eve Dehler addressed the concerns \I/Í t h the loss of tax ba.se ror the Township. He recognizes the fact. that t.he Township does not. want to lose the tax base of the industrial park and felt that a enterprise zone should be established. A legal document could be dra\vn which would tra.nsfer <3. portion of the tax co! lections from a. designated area to (' .L Joseph Township for .3. specified period of time. The City and ~ L-. One opt.ion is to run the service ! i ne down the road to service DBL and annex only those parcel who wish t.o annex at the t.ime (spot annex) .
