the purpose of the meeting is tQ continue the discussion on future
planning and to possibly develop a plan to provide a large area \'1 i t h
City Services. At. the last meeting, Joe Bettendorf, City Engineer, wa.s

the area, as t.he City purchased a limited a.moun t of space from St.

Leo questioned \'lhether or not the PCA could require the City to provide
service to areas such as Pleasant Acres. Joe Bettendorf stated they
could no t..
St.eve Dehler addressed the concerns \I/Í t h the loss of tax ba.se ror the
Township. He recognizes the fact. that t.he Township does not. want to
lose the tax base of the industrial park and felt that a enterprise
zone should be established. A legal document could be dra\vn which
would tra.nsfer <3. portion of the tax co! lections from a. designated area
to (' .L Joseph Township for .3. specified period of time. The City and

DBL Labs Annexation: Joe Bet.t.endorf outlined the proposed service 1 .

annexed to the City, annexation of certain lands wi I I be required t.o

down the road to service DBL and annex only those parcel who wish t.o
annex at the t.ime (spot annex) . The second option is to annex a large
