Pursuant to due call and notice thereof, the City Council for the City of st.
Joseph met in special session, on Tuesday, September 1, 1992 at 7;00 p.m. in
City Hall.
MEMBERS PRESENT: Mayor Steven Dehler; Members of the Council Leo Sadlo, Bob
Loso, Stephanie Hazen. Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Bradley Lindgren, Bruce Lindgren.
The purpose of the meeting was to go through the budget. Mayor Dehler called
the meeting to order at 7:00 p.m. He asked Chief Lindgren to discuss with the
Council, a proposal by Janelle P. Kendall, for legal criminal prosecution,
which would be a part time salaried position, at $15,000 for st. Joseph. The
request is for a two year contract. This proposal is dependant on Sartell,
Waite Park and st. Joseph all agreeing to accept the proposal.
The Council also discussed with Chief Lindgren, the Police budget and proposed
budget cuts. The Council allowed salary for four full time officers, and a
part time officer, which is also the D.A.R.E. officer. Chief Lindgren also
stated that he did not expect the D.A.R.E. program any cost to the City, but
would be funded through grants and fundraisers.
The Council went through the all the categories of the general fund budget and
cut as they felt appropriate to reduce the tax levy to an acceptable amount.
They discussed that the City send out Requests for Proposals for the 1992 audit
to several auditors; install a phone in the back room of the Annex building;
steam clean the carpets in the city hall and annex buildings; get time
controlled thermostats for city buildings, to save energy; establish the
assessors salary in relation to the volume of work, on a per card basis, which
will allow for a fair increase with the growth of the City.
Council generally agreed to include an introduction statement that although
items are included in the budget, if the revenue is not available the Council
will reconsider the needs of the City as budgeted. City policy that all items
over $50 need Council approval will prevail. Capital outlay purchases may not
be approved until August of the budget year.
The Council adjourned at 10:45 p.m.
