Pursuant to due call and notice thereof, the City Council for the I
City of St. Joseph met in special session, on Wednesday, December
9 , 1992 at 7:00 p.m. in City Hall to conduct a Truth in Taxation
budget hearing.
MEMBERS PRESENT: Mayor Steven Dehler; Members of the Council Bob
Loso, Stephanie Hazen. Clerk/Administrator Rachel Stapleton.
OTHERS PRESENT: Judy Weyrens, Arthur J. Reber, Marie C. Reber,
Daniel Nierengarten, Bud Reber, Hub Klein, Claudette Klein, Brad
Lindgren, Ken Hiemenz, Edmund Kraemers, Ronald Eiynck, Tom 1-1
Klein, Stuart Goldschen.
Mayor Dehler called the hearing to order and gave a presentation
with visual overheads, and handouts, of the information. I-Ie
discussed the proposed budget, of 676,597, with a proposed levy of
2~6,000 which would provide a net levy of 1~2,629, with I-IACA and
Equalization Aid. I-Ie discussed that the gross levy is 26,013
greater than last years levy, which is 11% over last years levy.
The proposed expenditures are 53,397 less that last years budget.
He also discussed services provided, sources of revenue, and
comparison to other cities.
Hub Klein asked how administration budget could decrease by
$30,000, and how the police budget can be cut. 15,000 was
budgeted for elections for 1992, which included new election I
equipment, and plus other cuts, for administration. The Police
Department budget for 1992 included a computer system, and there
were other general cuts.
Why the levy was increased and expenditures were decreased was
asked. Because anticipated interest revenue on fund balances has
decreased by one half, and last years budget included reserved
money for equipment expenditures. The Council has agreed to allow
Capital outlay budgeted amounts not spent in 1992 to be carried
over into the 1993 budget.
Other issues discussed were that the City is now required to pay
sales tax to the state; annexed property requires city services,
but the city is always a year in arrears in receiving tax revenue.
HACA, LGA, Equalization Aid, were discussed.
Edmund Kraemers discussed the increase in property valuations, and
the effect it has on property tax. Bud Reber stated that the
County has adopted a new manual, according to the Assessor, so it
has changed the valuations. Valuation questions may be addressed
at the Board of Review meeting in the spring. The budget hearing
is to discuss the services provided, and financed through the
levy.
Loso stated that the State will be returning about 8% additional I
LGA dollars to the cities. Our city could reduce the levy by
about $26,500. The City should self impose a 3% levy limit.
Dehler stated that the past 3% levy 1 imi t was included in a

formula which allowed a much greater levy than 3%. He also stated
that we are probably within the 3% increase, using the previous
formula. Loso also stated that the budget could be reduced by
5,000 by deleting the category "Proposed City Complex. " Dehler
stated that approval for Economic Development Partnership dues
needs to be addressed in the budget. Dehler made a motion to
change the budget to allocate 7,500 for dues to Economic
Development Partnership, to be taken from the Proposed City
Complex category. The motion was seconded by Hazen.

Nayes: Loso. Motion carried. Absent: Sadlo, Rieke.
Hazen made a motion to approve the 1993 budget as follows, with a
certified levy of 240,000; seconded by Dehler.

Hazen made a motion to adjourn at 8:40 p.m. ; seconded by Loso.
