6) ~mployees also reported that the St. Joseph local government radio
£requency gets very busy with Waite Park using the same Írequency.
Sometimes it is busy when St. Joseph needs it urgently. Rieke stated
that he would discuss the matter with the Mayor of Waite Park to see iÍ
a solution can be worked out.
7) Mayor recommended allowing Jean Gustin's position to be elevated to
full time Police Officer as the Chief of Police has requested. After
discussion Loso made a motion to reÍer the matter to the Police Hiring
Board. The motion died for lack oÍ a second. Reber made a motion to
table the matter to the next meeting; seconded by Hiemenz.
Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
Mayes: Mone. Motion carried.
8) Administration needs the secretary position to be full time. Also
efficiency and functioning OÍ the oÍfice would be increased if the
reception area were opened up with the desk facing the people. The
Mayor will get cost estimates Íor construction oÍ a work area desk Íor
the reception area. Also requested was a bulletin board to post
notices of work needed to be done. Hazen made a motion to get a
bulletin board; seconded by Hiemenz.

ó) The Police phone system is antiquated. Police Chief indicated that
he still has $3,000 left in communications budget. Hazen made a motion
to allow the Police Department to purchase a phone system that meets
their needs at a cost up to $2,000; seconded by Hiemenz.
Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion carried.
COUNCIL REPORTS - RIEK1::, HAZEN, LOSO, HIEMENZ: No report.
TREASURER'S REPORT: Clerk/Administrator presented the updated December
Treasurer's report. Loso made a motion to earmark the $27,337 in LGA
excess revenue received from the State, for property tax relief for
1994 budget year; seconded by Hazen.
Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion carried.
Loso made a motion to approve the updated December Treasurer's report;
seconded by Rieke.
Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
Mayes: None. Motion carried.
CHIEF OF POLICE REPORTS: 1) Chief Lindgren reported on the success of
the D.A.R.E. program and presented a plaque to the Council for their
support of the D.A.R.E. program. Council accepted the plaque and
thanked Chief Lindgren and requested that a letter is sent to the
Police Department thanking them for the plaque. Hiemenz discussed Íund
raising for the D.A.R.E. program. 2) Hazen requested that the Chief
submit a separate sheet of requests for approval, along with his

report. :.3) Loso made a motion to approve the cost of recel~tification
of Dani Bérubé as C. P. R. instructor of $60, with the understanding that
she will offer C. P. R. training to the community members, free of
charge; seconded by Rieke. Discussion - Chief Lindgren stated he would
take care of the advertising for Dani's CPR classes for the public.
Ayes: Reber, Rieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion carried.
LHJUlJR LICENSE VIlJLATIlJNS: Chief Lindgren discussed with the Council
underage serving violations of the liquor license holders. City
Attorney John Scherer advised that the Council may review the matter as
a civil matter. The Council has the right to determine whether any
further action should be taken by way of revocation, suspension or
monetary fine. Loso made a motion to have liquor license holders, who
have recently been criminally prosecuted, to appear before the Council
to discuss and be heard on violations of the license, and to be
reaffirmed of the requirements of the liquor laws, and the privilege of
the licenses. The motion was seconded by Hiemenz. Discussion - Hazen
requested to set a meeting to review violations at the second meeting
in March.

Nayes: None. Motion carried.
Chief Lindgren also discussed a proposed amendment to the liquor
ordinance concerning regulation of patrons under 21 years of age.
Hieke made a motion to have City Attorney draw up a proposed amendment
for the Council's consideration; seconded by Hazen.
Ayes: Reber, Hieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion carried.
DUMJ::;Sl'IC ABUSE: Chief Lindgren presented a revised domestic abuse
policy for Council consideration. Hazen made a motion to approve the
domestic abuse policy as presented; seconded by Hiemenz.
Ayes: Heber, Rieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion carried.
PEHSUNNEL PULICY MANUAL: Hiemenz stated that the committee has covered
much of the manual in preparing the updated draft. He presented a
revised vacation and leave policy which allows five days vacation
yearly carry over. After lengthy discussion Loso made a motion to
approve the following vacation schedule for employees as recommended by
the wage committee:
1 Year of Employment 1 Week vacation
2 - 5 Years 2 weeks vacation
b - 1U Years 3 Weeks vacation
11 - 15 Years 4 Weeks vacation
2U - 25 Years 1 additional day accrued per year of
employment. Maximum of 5 additional
days.
Vacation leave may be taken in units of one or more hours. Vacation
leave that is not used in any year may be accumulated for use in
succeeding years. The limit on such accumulation is 40 hours (5 days) .
The maximum that will be paid as a lump sum when an employee
