PREVIOUS COUNCIL ACTION:
The Council had previously amended the Liquor License
Ordinance to require annual life safety inspections of establishments requesting a liquor license. The
inspections were to be completed prior to the issuance of the license period.
BACKGROUND INFORMATION:
Since the City does not have on staff a fire marshal, staff
contacted the City of St. Cloud to see if they would assist the City and complete the required inspections,
as they too, require annual inspections. They agreed to assist the City and have been working with the
liquor establishments since October of 2014. Since this was the first inspection, license holders were
given one year to complete the repairs unless they needed repair/modification was one that could cause
immediate dangers. Immediate dangers would include items such as panic bars and locked doors limited
exit.
The City of St. Cloud provided a summary of the deficiencies and the City will hire St. Cloud to come
back again in October to re-inspect to make sure the modifications/repairs have been made. The
inspectors also re-calculated the maximum occupancy and provided each establishment with a new sign
that must be posted. This year the Police Department delivered the license and will be verifying that the
new occupancy signs have been installed.

St.Joseph Bar Inspection Summary 6-22-2015
: The St. Cloud Fire Department was contracted by the City of St.Joseph to conduct Fire& Life Safety
inspections which also included calculating Maximum Occupancies in all locations that were issued on-sale
liquor licenses in the City of St.Joseph. A total of 8 bar locations were inspected. We started our first
inspection in October, 2014 and finished in May, 2015.
All 8 bar locations were given a copy of their correction orders and pre-approved for a year for compliance.
The Minnesota State Fire Code (MSFC) provides for an appeals process and if a bar location elects to appeal
the correction orders Fire Marshal Post will assist with this process. 7 of the 8 locations had their floor
plans sketched and Maximum Occupancies calculated and they were each given a laminated Maximum
Occupancy card that shall be posted by the main entrance of each establishment. The College of St.
Benedicts, Gorecki Dining and Conference Center already had their correct Maximum Occupancies posted.
: Correction orders were written on all locations ranging from minor violations to serious violations. An
overview of violations is below:
