placed along the west side of College Avenue North. She requested that
a memo be sent to the Police Department as a t~emindet~ to enfot~ce the no
pat~k i ng in this area. Mayor Reber stated that the inter~section has
improved greatly since trucks have been provided with a loading zone.

Loso is recommending the placement of snow fence along the north and
south side of monument pat"k to preserve the trees. Loso made a motion

n 0 r~t h and south side of Monument pat"k. and to dit~ect the Maintenance
Depat"tment to install the fence. The motion was seconded by Hiemenz.

to add on to their existing dental office.
2. City Engineer Joe Bettendorf appeared before the Council to
discuss the realignment of COI.mty Road 133.

has been collecting rubbish and is a habitat fot~ t~odent s. The City

owners. The Council also discussed the policy on complaints of this
natu'r"e. They wet"e in ag'r"eement that the Council only needs to t"eact on
matt et~s of this nature when compliance has not been met.

Clerk/Administrator, Rachel Stapleton to research the testing pt~oced I.n~e
of wood mat et~i ala He has contacted Twin City Testing, and they will be
getting back to him on MondaY', Decembet~ 6, 19'.)3. Mr~. Haug stated that
he also contacted Braun Intertec who can do chemical testing fot~ both
pinta and creosote. A sample of the wood would have to be cut and
test ed. The fee fOr~ this set~v ice is $450.00. The only way to
deter~mine if the matet~ial contains chemicals is to conduct testing, it
cannot be done visually. The oldet~ the wood, the less chemical
pt~esence on the outside.
Mr. Haug stated that he hasn't had a chance to review the Ordinance,
but the City ml.\st be consistent in mate't~ials that at"e allowed in
building. Pole barns can embody materials which contain creosote, is
that allowed in the City? Retaining walls also can contain such
mate't~ia1.

stated that DEL did already contribute a significant pOr~t ion to the
pr~oj ect, 751-, and whether or not it wOI.~ld be appropriate to incr~ease

Councilor Loso stated that he felt that DEL Labs shol\ld be chat~ged on
the 16,000 gallons. Repr~esentat i ves from DEL Labs appeared befor~e the
COlmci 1 this s 1.lm m et~ and stated that they would be changing to a dt~y
oper~at ion, using less flow. At that time they were told that the flow
wOI.\ld be r~ev i ewed and be billed accot"'dingly. COI_mci lot~ Hazen agt~e ed

avet~ag i ng the usage. Rieke agreed that the fee should be t~eviewed.
Nayor Reber disagreed and felt that the agr~eement with DBL Labs stated
they would pay a hookup fee based on the pt~oj ect ed usage of 9,000
gallons and that is what we should bill them. Additionally, he felt
that DBL has paid a lar~ge enough por~t i on ah"'eady. Loso made a motion
author~ i zing Mr~. Eettenot"'f to Wr~ i t e up the hookup fees fOr~ DEL Labs.
The motion died fOr~ a lack of a second.
Councilor~s Hazen and Rieke requested the one yeat~ histot~y be r~e viewed
