City of St. Joseph met in special session on l.Jednesday, Sept embet~
28, 1994 at 1:Ø0 p. m. in the City Hall.

Mayor Reber called the meeting to o¡-~d e¡-~ at 7: 07 p. m. and stated
that the purpose of the meeting is to discuss a Special Use Pe¡-~m it
request, Local Govet~nment Rad i 0 Ft~eq uency, and the 1995 Wage and
Benefit Package.

SPECIAL USE PERMIT REQUEST: Al Stellmach discussed with the
Council, his and his partl1et~, Steve Hoffmann's request to renew the
Special Use Pe\"~m it of June 17, 1993, which allowed construction of
183 cold storage units on the propet~ty legally described as Lot 3
,
Block 1, !\leu Addition. rhe Counci 1 approved the extension fo¡-~ one
year of the Special Use Permit t~eql..\est as ¡-~ecommended by the
Planning Commission, with a motion by Hiemenz; seconded by Hi eke.

LOCAL GOVERNMENl RADIO FREQUENCY: Dick Taufen discussed that the
local government license fo¡-~ the rad i 0 frequencies needed to be
renewed or t 0 ¡-~eappl y fot~ a license since the current one has
lapsed. raufen indicated that this license covers the local
govet~nment frequencies including the police frequency. Hazen
ql.\estioned \<"Jhy it had lapsed. Taufen indicated that the license is
for a four year time pe¡-~i od and it was unclear where the form s wet~e
sent. The Police Chief had indicated to Dick that he had sent in
fot~ms of application fm~ the frequencies, but had not received a
¡-~esponse yet. The Council discussed prevention of this type of
occtn~rence in the fut I.n~e. Hiemenz questioned if this is the same
frequency that l.oJai t e Park uses. I"aufen indicated that it is.
Hiemenz made a motion to reapply fm~ the frequencies; seconded by
Rieke. Discussion - Loso requested that the notification process is
investigated.

1995 WAGE AND BENEFIl PACKAGE: Bob Loso, for the Personnel
Committee discussed the employee requests and the Personnel
Committee's recommendations. He discussed the regular employees ##
¡-~equest s and recommendations along with the items that effect all
employees fh'st with the Police Federation requests fo 11 ONi ng. The
following items which state all employees includes the Police
Federation.

is offered. Discussion with the employees present indicated that the
employeE's would be payin~ less than they cl.\t~rent 1 y at~e paying for the

indicated that they were not opposed to this benefit. Hazen stated
that she ~..¡as in favor of full dental co v et~ag e as a majority of the
employees Nant it and made a motion to approve it; seconded by Rieke.

¡-~ecommenc.ied denying this. Counci 1 discussed putting a cap of 96 hout~s
per year on si~k leave earned, as is the cl.n~rent amount with 8 hours
pet·, month ea¡-~ned. After further di~cussion Hazen made a motion to
suppo¡-~t the Committee's recommendation to deny the ¡-~equest ; seconded by
Loso.

8. Request fot~ unifcn~m allowance for office staff; Committee
recommended den ial. Council discussed with office employees who stf),t ed

have begun this p¡-~act ice. Mayor Rebet~ stated that the office clothes
can be ¡"Qt~n outside of wot~k. üther employee unifo¡-~ms would not be
app'ropriate clothing off the job. Hazen made a motion to deny the

the meeting.
Loso discussed the cost to the City on the items as they a¡-~e
'fi gured. He stated that the total package increase is $12,405.52.
Loso then presented an amendment to the Personnel Policy manual to
clarify h~aining and education hours to be paid. After discussion
of the need to clarify that any hours of training beyond the
mandatory t ¡-~a i n in g hours must be approved by the Counci l. Also
appt~oved Nas to pay oVE?t~time fo¡--' training hou'r~s outside the ¡-~ e g u 1 ël1"~
woy'k hou¡-~s along with transportation time be paid. Mileage will be
paid at the cl.n~t~ent I RS t~at e. If employee comes before Council

paragt~aph of the amendment "Any tt~aining above the mandatory 48
hours in three years fot~ police officers shall be subject to

in the personal manual.

that the Personnel Committee met with the employees aftet~ receiving
thei'r~ requests and came away thin~<Íng that the only issue 1 eft to
