Pursuant to due call and notice thereof, the City Council for the City of St.
Joseph met in special session on Thursday, November 10, 1994 at 7:00 p.m. in
the City Hall.
I MEMBERS PRESENT: Acting Mayor Ross Rieke¡ Councilors Bob Loso, Ken Hiemenz,
Stephanie Hazen. Clerk/Administrator Rachel Stapleton¡ City Attorney John
Scherer. Mayor Donald Bud Reber was absent.
Acting Mayor Rieke called the meeting to order at 7:00 p.m. and stated that
the purpose of the meeting is to sit as a Canvassing Board to canvass the
city election results and to discuss the Police Chief contract.
The Board reviewed the results of the November 8, 1994 election as returned
by the Election Judges as follows:

Ballot Question
I Should the City of St. Joseph issue general obligation
bonds in an amount not to exceed $166,000 for the purpose of
financing the purchase of approximately 10.5 acres of unimproved
real estate located between East Minnesota Street and County
Road 75 (commonly known as "the Roske property") to be used as
a site for a Fire Hall, and with the bonds to be retired by tax
revenues from the political subdivisions served by the St.
Joseph Volunteer Fire Department (City of St. Joseph, Townships
of St. Joseph and St. Wendel)?
The estimated cost to improve the property is $266,000. The
City intends on selling approximately 4.97 acres of improved
property which is not needed for the Fire Hall, for the purpose
of reducing the overall costs.

Loso made a motion to accept the results of the election as
returned by the Judges and declare Donald Bud Reber Mayor for a two
year term and Cory Ehlert and Bob Loso as Councilors for four year
I terms. The motion was seconded by Hiemenz.
Ayes: Rieke, Loso, Hiemenz.
Nayes: Hazen. Motion carried.
The Council discussed with the City Attorney the requirements of
the open meeting law in discussing contract negotiations. After a

brief discussion the meeting \vas closed at 7:14 p.m. to discuss
contract terms of the Police Chief contract.
The meeting \Vas adjourned at 7:44 p.m. \vi th a motion by Loso¡ I
seconded by Hiemenz.
Ayes: Rieke, Loso, Hazen, Hiemenz.
Nayes: None. Motion carried.
